To oversee and manage the financial planning, reporting, and control of development projects and the company’s overall financial health. He / she ensures that all financial activities comply with regulatory requirements and support strategic business growth.
Key Responsibilities
- Develop financial models and feasibility studies for new development projects.
- Prepare project budgets, forecasts, and cash flow projections.
- Evaluate funding options and financial risks for each project.
- Manage property development accounts, including project financing, bridging loans, term loans and collection on progress billings.
2. Budgeting & Cost Control
- Establish and monitor project budgets in coordination with project managers and quantity surveyors.
- Track project expenditures and ensure alignment with approved budgets.
- Implement cost control measures to minimize overruns and optimize margins.
- Provide monthly variance analysis and explanations.
3. Cash Flow & Treasury Management
- Manage property development HDA accounts, including project financing, bridging loans, term loans and collection on progress billings.
- Monitor and manage cash flow requirements for ongoing projects.
- Oversee financing arrangements (bank loans, bridging finance, joint venture funding).
- Manage relationships with banks, financial institutions, and investors.
- Ensure timely collection of sales proceeds and payments to contractors/suppliers.
- Collaborate with project, sales, credit control and contract departments to align financial strategies with development objectives.
4. Strategic & Business Support
- Provide financial insights and advice to the senior management team for strategic decisions.
- Participate in land acquisition evaluations and investment committee reviews.
- Support business development activities through financial due diligence.
- Contribute to business growth and long-term capital planning.
5. Compliance & Governance
- Ensure compliance with tax, statutory, and corporate requirements.
- Maintain strong internal controls and risk management systems.
- Liaise with external auditors, tax agents, and regulatory bodies.
- Supervise and mentor the finance and accounting team.
- Develop financial procedures and systems to improve efficiency and accuracy.
- Promote a culture of accountability and continuous improvement.
Qualifications
- Strong financial modelling and analytical ability.
- In-depth knowledge of project financing and property development cycles.
- Excellent command of accounting and financial reporting standards.
- Strong communication and stakeholder management skills.
- Proficient in ERP or accounting software (e.g., SAP, Oracle, or similar).
