Responsibilities include cost estimation, budget preparation, support for tenders, and review of contractor claims. Responsible in ensuring that MCMC offices provides a safe, secure and conducive working environment in line with its strategic initiatives and expansion plans.
Prepare Bills of Quantities (BQ), preliminary cost estimates, and detailed project budgets.
Conduct market rate benchmarking and advise on value engineering options.
Accurate and justifiable cost estimates prepared to support project approvals.
Draft technical specifications and scope of work for RFQs/RFPs/tenders.
Assist in technical evaluation of bids, clarification processes, and cost comparison reports.
Transparent, compliant tender processes with clear technical recommendations.
Review contractor claims and variation orders.
Validate progress claims against physical works and agreed milestones.
Claims processed accurately, with justified recommendations for approval or rejection.
Track procurement submissions, contract status, and approval timelines.
Maintain proper filing and version control of cost and contract-related documents.
Up-to-date documentation and effective coordination with Procurement and Legal.
Liaise with Project Manager, consultants, and contractors for cost-related matters.
Participate in site visits, technical briefings, and clarification meetings.
Effective cost oversight and support throughout the project lifecycle.
A minimum of Bachelor’s Degree in Quantity Surveying, Construction Management, Building Technology, or related field from reputable University/College.
Minimum of 4 - 8 years of experience in cost estimation, tender evaluation, and contract administration is an added advantage.
Possesses an Industry certifications in contract administration or public procurement is an added advantage.
Hands‑on experience in preparing BQ, evaluating contractor submissions, and handling variation orders.
Familiarity with government procurement processes, CIDB/JKR cost references, and audit compliance.
Experience working with multidisciplinary project teams (consultants, contractors, internal units).
Cost estimation and budget analysis

Understanding of construction and fit‑out works
Familiarity with variation order justification and claims review
Use of Excel, costing tools, or QS software
