Job Summary

The incumbent is responsible for supporting the development of postal policy and regulations by contributing to policy formulation, regulatory planning, and ensuring alignment with future needs and the sustainable growth of the postal sector. The role involves applying business and industry knowledge to conduct research, draft and review policies, and recommend new regulatory frameworks. Key responsibilities include conducting research, writing proposal papers, and reviewing the existing postal sector policies and regulatory frameworks. The role requires in-depth policy analysis, research on benchmarking, active participation in regulatory development, and effective engagement with stakeholders to ensure alignment with national legislation, international obligations, and industry best practices. Additionally, the incumbent is tasked to review compliance, assessing policy outcomes, and providing insights to support informed decision‑making and continuous improvement of the regulatory landscape.

Job Responsibilities
  • Recommend, establish and review the postal policies and regulatory frameworks in supporting the postal reform to ensure alignment with future needs and the sustainable growth of the postal sector.
  • Prepare relevant proposal papers, manage and observe all processes involved in obtaining necessary approval in the implementation of the postal policy (with internal and external stakeholders). Evaluate policy execution to ensure strategic initiatives are delivered effectively, aligned with established targets and timelines.
  • Lead gap analysis to identify postal sector development needs and recommend measures and initiatives through research and analysis of existing policies, legislation and global best practices to support effective implementation of the new policy and reform strategies.
  • Anticipate, identify and assess risks and challenges in the implementation of a postal regulatory framework and formulate effective mitigation strategies and solutions to ensure successful delivery of policy objectives.
  • Conduct in‑depth policy analysis, research on benchmarking, active participation in regulatory development, and effective engagement with stakeholders to ensure alignment with national legislation, international obligations, and industry best practices.
  • Represent the organisation in meetings, conferences and international forums and meetings, engaging with industry groups and stakeholders and sharing best practices and insights on domestic postal sector development initiatives.
  • Engagement and collaboration with key stakeholders, including government agencies, postal operators, consumers and industry bodies, to align interests and support sector development.
  • Develop presentation materials and communication strategies for effective policy dissemination and support the development and maintenance of policy management.
  • Coordinate the public engagement sessions and policy consultations with stakeholders in the postal and courier industry to gather feedback to ensure policies are practical, inclusive and aligned with national objectives and industry needs.
  • Review relevant international postal policies, free trade agreements, treaties and MoU.
Qualification & Work Experience
  • Bachelor's degree in public policy, Economics, Business Administration, Regulatory Affairs or Law; advanced degree preferred.
  • Minimum 7‑10 years in postal / telecommunications industry with proven leadership experience.
Technical Competencies/Skills

Possess a comprehensive understanding of relevant postal regulations and industry practices, with strong analytical and research capabilities to support policy and regulatory development. Proficiency in project coordination, along with excellent presentation, writing, and stakeholder engagement skills to ensure effective communications and collaboration across internal and external parties.
