Job summary

A national regulatory authority in telecommunications is seeking a professional to perform QoS data analytics and develop a regulatory framework to enhance service quality. The candidate will analyze mobile network data, develop visualization for stakeholders, and ensure compliance with quality standards. A Bachelor's degree and 6 years of experience in network optimization are required, along with expertise in mobile technology. This position is based in Cyberjaya.

Qualifications

  • Minimum 6 years in network optimization and data analytics in telecommunication industry.

Responsibilities

Job Summary

Performs QoS data analytics for reference in developing regulatory framework to ensure sustainable policies and identify quality of service or quality of experience gaps for the improvement of service quality to consumers.

Job Responsibilities
  • Analyse mobile network (2G, 4G and 5G) performance data, including network utilization and network optimization data submitted by the service providers to ensure continuous improvement is made by the service providers to ensure consumers experience is good.
  • Develop data analytics visualization for internal stakeholders based on data acquired from service providers (network data), state offices (drive-test data) and data from user device (crowdsource data platform), to ensure faster and more accurate data analysis to facilitate development of regulatory standards to improve service quality.
  • Conducts studies in determining the appropriate regulatory framework for Quality of Service (QoS) and Quality of Experience (QoE) for wireless (mobile) broadband access service to ensure quality of service experience by consumer.
  • Conduct studies by benchmarking the best practices with other National Regulatory Authority for the purpose of developing the regulatory framework for mobile broadband service to ensure quality of service experience by consumer.
  • Lead any subject matter discussion to support the work of the department, division, sector and other internal MCMC divisions in the field of network service quality and network optimization.
  • Partaking in ITU-T meeting to ensure awareness, review and provide recommendation on the improvement of mandatory standards in QoS and QoE.
Qualification & Work Experience
  • Candidate must possess at least a Bachelor's Degree in Electrical/Electronic/Telecommunication Engineering from a reputable university with a minimum CGPA of 3.00.
  • Minimum 6 years in network optimization and data analytics in telecommunication industry preferably in mobile broadband service.
Technical Competencies/Skills
  • Understanding of Communications and Multimedia Act 1998 and its subsidiary instruments, especially on Mandatory Standards of Quality of Service.
  • Deep knowledge in mobile technology, including 2G, 3G, 4G and 5G.
  • Deep knowledge in QoS and QoE in relation to network infrastructures, network resources and network technologies.
  • Knowledge in spectrum management.
  • Knowledge in 3GPP and ITU-R reports and recommendations
  • Data analytics skills include data visualization, data cleaning and developing dashboards.
Behavioral Competencies/Skills
  • Ability to drive the team forward and take responsibility.
  • Proficient in analytical and decision making based on facts.
  • Good communications skill.
  • Ability to resolve problems with minimum supervision.
