Job Summary

To support the development of strategic policy frameworks and initiatives that promote a safer and more accountable online environment. This role focuses on anticipating emerging trends, shaping long-term policy directions, and fostering collaboration across sectors and stakeholders. The position contributes to the Commission's strategic planning efforts and ensures that online safety policies remain relevant, adaptable, and aligned with the national online safety agenda.

Job Responsibilities
  • Draft and develop strategic policy frameworks and guidelines that support national regulatory objectives and ensure future-ready responses to online challenges.
  • Design strategic policy approaches for addressing emerging and cross-sectoral harms by leveraging foresight, risk assessments, and inter-agency feedback.
  • Evaluate the long-term impact of policy initiatives and propose strategic course corrections to strengthen regulatory coherence across sectors.
  • Conduct comparative research and benchmarking of international regulatory strategies to identify best practices for strategic adaptation in national context.
  • Formulate policy concept notes, strategy papers, and issue briefs that support the Commission's long-term policy positioning and stakeholder engagements.
  • Coordinate strategic planning activities across internal divisions to ensure alignment with departmental priorities and national regulatory strategies.
  • Design and implement strategic engagement platforms including high-level dialogues, multi-stakeholder forums, and working groups to inform strategic policy positions.
  • Provide written recommendations and insights to support internal decision-making and policy deliberations at the Commission and inter-agency levels.
  • Collaborate with research institutions, think tanks, and international bodies to incorporate global foresight into national regulatory planning.
  • Prepare policy inputs, memoranda, and strategic briefing materials to support leadership engagement with ministries, regulators, and strategic partners.
  • Recommend enhancements to cross-sectoral regulatory frameworks and identify strategic opportunities to future-proof regulatory policy.
  • Assist departmental management in planning, reporting, and resource alignment to ensure effective strategy execution and cross-functional coordination.
  • Prepare strategic policy inputs and responses for Parliamentary questions, interpellations, and policy debates relevant to the Commission's regulatory functions.
Qualifications & Requirement
  • Minimum Bachelor's degree in Law, Public Policy, Business Administration, Communications or any related field with a minimum CGPA of 3.0.
  • A Master's degree in a relevant area is an added advantage.
  • Minimum 4-8 years of working experience in a regulatory environment, with exposure to policy development and related matters.
  • Exposure to communications and multimedia laws and international policy and regulatory framework will be an added advantage.

Candidate must be willing to work in Cyberjaya.
