Job Summary

This position supports the department in implementing, monitoring and conducting project management on effective human resource management, governance, and risk management functions for the Industry Forums established under Section 94 of the Communications and Multimedia Act 1998 (CMA98). It involves compiling, analysing, reviewing, monitoring and tracking forum operations and implementation on identified areas for improvement to ensure compliance with relevant laws, regulations, and procedures in promoting good governance, accountability, and transparency, as well as standardisation of best practices across forums. The role also contributes to providing technical insights on the above subject matters, report and recommendation areas for improvement to strengthen HR practices, good governance, and risk management in line with MCMC's strategic objectives.

Job Responsibilities:

  • Integrate HR governance frameworks across Industry Forums to ensure consistency with MCMC's strategic objectives and regulatory requirements.
  • Analyse, monitor and report on governance compliance across Industry Forums to ensure alignment with established legal, ethical, and procedural standards.
  • Execute enterprise risk management activities by conducting risk assessments, maintaining risk registers, and facilitating timely mitigation or escalation.
  • Prepare analytical reports and advisory briefs for MCMC leadership on workforce trends, and compliance issues, supported by relevant data insights.
  • Contribute and provide best practices and insights to the development and review of HR and risk policies, incorporating internal audit findings, regulatory updates, and benchmarking outcomes.
  • Track and monitor departmental budget utilization, ensuring efficient use of resources and alignment with approved plans.
  • Plan and coordinate engagements and collaboration with inter-agency partners, stakeholders, and Industry Forums to support governance improvement initiatives.

Qualification & Work Experience

  • A minimum of Bachelor’s Degree in Human Resource Management, Law, Risk Management, Finance, Business Administration, Operations Management or related field.
  • At least 5-8 years of relevant experience in Human Resource Management, with exposure to governance, compliance, or risk management functions.
  • Experience in HR operations, management, audits, or policy development within a regulated or multi stakeholder environment.
  • Familiarity with budget monitoring, workforce analytics, and process improvement initiatives.
