Senior Executive - ER & IR & Talent Acquisition

Responsible for the Industrial Relations functions by developing, formulating and implementing the company’s IR policies and procedures to ensure compliances.

Establish and maintain good rapport with relevant stakeholders, including labor unions, works councils, government bodies and provide professional advice and support to departments’ heads and management on industrial relations matters.

Manage the employees’ escalation process on grievances and harassment cases, facilitate and participate in negotiations, mediation, and dispute resolution processes between management, employees and labor unions.

Investigate, audit, analyze and verify various types of reports and complaints including workplace grievances, harassment (including sexual harassment), bribes, fraud cases and employees’ disciplinary matters to ensure fair and impartial handling of cases.

Arrange and conduct domestic inquiries, monitor and coordinate with department supervisors in the handling of performance improvement plan programmes when necessary.

Maintain disciplinary database, ensuring accuracy and confidentiality of the documentation, records and reports related to IR & ER activities.

Conduct orientation for new hires on IR and ER related matters and deliver training programs for department managers and supervisors to enhance their understanding of labor laws, employment practices and cultivate a conducive working environment.

Stay updated on changes in labor legislation and industry trends to provide proactive advice and recommendations to ensure compliance with relevant employment and labor-related obligations and mitigate potential risks.

Comply with the company’s EHSMS, policies, EHS objectives & planning, procedures, significant environmental aspects/hazards, EHS roles, responsibilities, accountabilities and authorities, obligations, legal and other requirements, and any relevant EHS issues.

Talent Acquisition

Work closely with Hiring Managers to determine staffing needs and requirements and execute hiring activities to achieve the desired targets.

Execute hiring plans by planning, managing and conducting timely and effective recruitment activities.

Conduct interviews for shortlisted candidates as needed, evaluate and finalize candidates with the Hiring Manager to recommend for hire.

Arrange and coordinate pre‑employment medical check‑ups.

Prepare hiring proposals for shortlisted candidates.

Prepare offer letters, make offers to candidates and schedule reporting dates.

Organise, coordinate and participate in job fairs, walk‑in interviews and other career events, and host in‑house recruitment events.

Serve as liaison with recruitment agencies, colleges, universities, professional institutes, the Ministry Workforce Development Unit and Jabatan Tenaga Kerja.

Conduct onboarding programme for new hires on reporting duty day.

Advertise job openings on social media, job boards and internally. Manage employee movement processes including transfers, conversions and exit procedures.

Job Related Experience

Minimum 2 to 3 years of related working experience, preferably in a multi‑national manufacturing environment.

Worked in a multi‑cultural organization or dealt professionally across several nationalities and languages.

Knowledge

Able to manage industrial relations and general HR administration.

Well versed in Labor Ordinance, Industrial Relations Laws and domestic inquiry procedures.

Experience in framing charges for disciplinary cases.

Provide advice and counselling on all disciplinary issues and ensure that actions taken by the company conform to labor laws, employees’ contracts of employment and the company’s rules and regulations.

Good knowledge of Labor Laws, Industrial Relations Act, Ordinance Sabah and Sarawak, Employment Act and prevailing HR practices and legislation.

Handle employee and industrial relations related matters.

Handle staff disciplinary/misconduct issues.

Knowledgeable in supporting event management and corporate communication.

Understand and have successfully managed recruitment channels to deliver recruitment targets; know the marketplace, competitors and practices.

Knowledgeable in advertising vacancies on recruiting websites for current or updated positions.

Resourceful in searching for talent.

Understands Human Resources sourcing and recruitment or equivalent processes.
