A leading property development firm in Kuala Lumpur seeks a Senior Executive in Contracts & Procurement to manage project budgets, negotiate contracts, and evaluate tenderers. The ideal candidate has a Bachelor's Degree in Quantity Surveying and at least 5 years of experience in the construction industry. This role requires strong negotiation skills and the ability to work under pressure.
Assist in establishing project budgets and conducting trade package analysis for nominated subcontract (NSC) and direct contracts.
Support the negotiation and drafting of consultant agreements in coordination with the Manager or HOD.
Assist in pre-qualification of tenderers by sourcing, evaluating, and recommending suitable candidates for tender participation.
Review draft tender documents prepared by consultants and coordinate with internal departments to finalise documentation before tender issuance.
Assist in tender calling, reviewing tender reports, attending interviews, and preparing recommendations for contract award.
Support rate rationalisation and price comparison exercises for evaluation purposes.
Attend internal meetings, Client-Consultant Meetings (CCM), and technical discussions when required.
Obtain quotations from specialists, subcontractors, and suppliers to support cost estimating and tender compilation.
Carry out site valuations and assist in the preparation and processing of contractors’ interim progress claims on a monthly basis.
Evaluate and prepare consultants’ fee payment recommendations for approval.
Review and verify variation claims submitted by contractors, and assist in maintaining variation work records.
Support cost control by reviewing and tracking Request for Variations (RFVs).
Assist in evaluating draft final accounts and preparing the final account statements.
Follow up with consultants to ensure timely submission of monthly financial statements for project reporting.
Assist in sourcing, evaluating, and negotiating with vendors, suppliers, and subcontractors to ensure competitive pricing and compliance with specifications.
Prepare purchase orders, procurement records, and relevant documentation in accordance with company policies.
Monitor delivery schedules and coordinate timely procurement of goods and services to align with construction timelines.
Liaise with project teams, consultants, contractors, and suppliers to support smooth contract and procurement execution.
Assist in preparing procurement status reports, cost tracking updates, and budget summaries for management review.
Perform ad-hoc duties and tasks as assigned by the Management.
Requirements:
Candidate must Possess at least a Bachelor’s Degree in Quantity Surveying or equivalent.
Minimum 5 years of relevant experience in property development or construction industry.
Possess good negotiation and report-writing skills.
Proficiency in Microsoft Office with good spreadsheets.
Proactive, dynamic, analytical, and resourceful with strong integrity and ability to work in a team environment.
Attention to detail and accuracy in contract documentation and analysis
Strong analytical mindset, able to work under pressure and deliver within committed deadlines.
Must be a person of strong personal integrity.
