Job description
Senior Executive, Asset Management (Fleet Management Unit)

Lead and manage the Fleet Management Unit to ensure efficient, safe, and compliant operation of the Commission's vehicle fleet nationwide. Provide strategic and operational direction to achieve optimal resource utilisation, effective maintenance, and strong governance in all fleet and driver-related activities, supporting the Commission's service delivery objectives.

Job Responsibilities
Fleet Management and Operations

Plan, direct, and manage fleet operations to ensure efficient allocation and utilisation of vehicles across all departments and regions.

Oversee and monitor vehicle maintenance and repair activities to minimise downtime, reduce cost, and extend asset lifespan.

Ensure compliance with all vehicle-related regulatory requirements, including registration, insurance, licensing, and inspection schedules.

Implement and maintain fleet management systems to improve data accuracy, asset tracking, and operational transparency.

Analyse and review fuel consumption and operational costs to identify cost‑saving opportunities and enhance resource efficiency.

Develop and enforce fleet management policies, procedures, and SOPs to standardise operations and ensure safety and governance.

Coordinate vehicle replacement and disposal programmes to optimise asset value and support sustainability objectives.

Prepare and present periodic fleet performance, utilisation, and cost analysis reports to support management decisions and budget planning.

Vendor and Service Provider Management

Plan, coordinate, and oversee vendor and service provider activities related to vehicle servicing, insurance, and repairs to ensure quality and timely delivery.

Manage vendor contracts and relationships, including performance reviews, pricing negotiations, and adherence to service‑level agreements.

Evaluate vendor performance and implement improvement measures to achieve cost‑effectiveness and service reliability.

Governance, Compliance, and Continuous Improvement

Ensure adherence to audit requirements, internal policies, and financial control procedures in all fleet‑related activities.

Lead the implementation of corrective actions arising from internal and external audit findings to strengthen governance and accountability.

Develop, review, and update fleet management policies and procedures to ensure alignment with operational needs, regulatory standards, and best practices.

Identify and drive process improvement initiatives and digital solutions to enhance efficiency and transparency in fleet operations.

Leadership and People Management

Lead, supervise, and develop the Fleet Management Unit team, including Assistant Directors (P4), the Supervisor of Driver, and drivers, to ensure cohesive and high‑performing operations.

Monitor performance, provide guidance, and build competency among staff to maintain service excellence, professionalism, and compliance.

Promote a culture of accountability, safety, and continuous improvement within the Fleet Management Unit.

Qualifications & Work Experience

Bachelor’s Degree in Business Management or Transportation/Engineering or equivalent.

Postgraduate qualification or professional certification in Fleet Management, Asset Management or Logistics would be an added advantage.

At least 5 years’ working experience in Management/Asset Management/Transportation/Engineering or a related operational field, preferably with supervisory or leadership responsibilities.

Experience and knowledge in fleet operations, vendor management, and fleet management systems are essential.

Other Attributes

Strong writing and presentation skills in both Bahasa Melayu and English for preparation of reports, proposals, and policy papers.

High proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Access for data analysis, reporting, and document preparation.

Knowledge of financial and procurement systems to support budgeting, expenditure monitoring, and reporting activities.

Good understanding of fleet management systems, asset management databases, and related digital tools.

Analytical ability to interpret operational data, identify trends, and provide evidence‑based recommendations for improvement.

Sound knowledge of vehicle operations, maintenance procedures, and regulatory requirements related to fleet management.

Excellent communication and interpersonal skills to engage effectively with internal and external stakeholders at all levels.

Strong leadership and team management skills to guide, motivate, and develop subordinates toward achieving departmental objectives.

Ability to prioritise and manage multiple tasks efficiently, working under pressure and within tight deadlines.
