Job summary

Jora Malaysia is seeking a seasoned Cost Estimator to lead tender costings and budgeting for Civil, Structural, Architectural, Mechanical, and Electrical works in Malaysia. You will review tender documents, prepare BOQs, and manage cost plans while collaborating with suppliers, engineering teams, and business development to support successful bid submissions.

Qualifications

• Degree in Quantity Surveying, Civil, Mechanical, Electrical Engineering, Construction Management, or a related field.
• Professional certification (RICS, BQSM, CIOB, or equivalent) is an advantage.
• 7 years of construction costing and estimating experience, preferably with exposure within Industrial, Semiconductor, Pharmaceutical, Cleanroom OR Data Centre projects.
• Experience in Civil & Structural (C&S) and Mechanical & Electrical (M&E) works.
• Experience with Design & Build (D&B) or EPC projects is an added advantage.
• Proficient in Mandarin to liaise with China stakeholders.

Responsibilities

• Review tender drawings, specifications, and contract documents.
• Prepare cost estimates for Civil, Structural, Architectural, Mechanical, and Electrical works.
• Perform quantity take-offs and prepare Bills of Quantities (BOQ).
• Identify project risks and ensure timely tender submissions.
• Support technical and commercial tender preparation.
• Obtain and evaluate quotations from suppliers and subcontractors.
• Compare pricing and recommend cost-effective solutions.
• Maintain supplier and subcontractor databases.
• Prepare project budgets and cost plans.
• Identify cost-saving opportunities through value engineering.
• Collaborate with Business Development, Engineering, and Project teams.
• Attend tender meetings and provide commercial support.
• Assist with variation orders, additional works, and contract negotiations.
• Provide cost advice during project planning and execution.
• Monitor project budgets and overall cost performance.
• Review project expenses against approved budgets.
• Identify cost overruns and recommend corrective actions.
• Prepare cost reports and maintain accurate costing records.
• Maintain complete tender and costing documentation.
• Update historical cost databases regularly.
• Improve estimating methods and costing processes.
• Support the implementation of digital costing tools and systems.
