Job description

The Senior Cost Controller will play a key role in delivering a complete suite of cost-control services and financial support for projects. Understand all relevant documentation pertaining to the project including scope of services, conditions of contract, project execution plan, project schedule, etc. Work within standard project cost engineering procedures and ensure that these procedures comply with contractual reporting requirements and, if not, modify accordingly.

Responsibilities
  • Understand all relevant documentation pertaining to the project including scope of services, conditions of contract, project execution plan, project schedule, etc.
  • Work within standard project cost engineering procedures. Ensure that these procedures comply with contractual reporting requirements and, if not, modify accordingly.
  • Prepare activity plans to accomplish all work required by the procedures.
  • Prepare cost estimate for variation order proposal during project execution.
  • Prepare manhour, material quantity and cost budgets from the cost estimate and update them on approval of contract changes and budget transfers.
  • Maintain a comprehensive material and construction quantity control and reporting system to include the current status of budget, material take-off and forecast quantities.
  • Identify and analyse deviations and trends against the budgets. Investigate such deviations with the relevant group and advise Project Manager of issues requiring corrective action.
  • Provide comprehensive cost analysis and prepare forecasts of final project costs.
Leadership and Relationship Building
  • Liaise with client project control personnel as necessary.
  • Liaise with Project Planning Engineer on analysis of project status. Review the impact of cost and schedule changes upon each other.
  • Liaise with Engineers/SCM/Construction/Site Manager and review field cost reports and associated information for inclusion in the overall project cost report.
  • Work with business unit or project controller and accounting function to ensure adequate financial controls.
  • Undertake any other ad-hoc duties as required.
Reporting Requirement
  • Review overall project status and forecast with Project Manager each month.
  • Prepare monthly cost reports with supporting narratives.
  • Prepare monthly Project Cost Report and associated back-up for review with Project Manager, and Project Controls Manager as necessary.
Others
  • Audit of invoices and payment certificates prior to payment by either the client or company accounts.
  • Ensure reconciliation between project cost report and accounts cost and billing information.
Requirements
  • Minimum 5 years relevant and similar capacity in project estimating and cost controlling preferably in Offshore Construction/EPCIC industry.
  • Technically strong in project cost planning, scheduling and reporting.
  • Knowledge in the use of MS Project, Primavera Scheduling and SAP softwares is highly advantageous.
  • Demonstrate strong interpersonal, communication and presentation skills.
  • Strong analytical and problem solving skills and meticulous.
  • Possess good project background and technical writing ability and skills.
  • Mature, proactive, resourceful and hands-on with good initiative.
  • Fast worker with ability to work well under stress.
  • Conversant with personal computing software and an advanced Excel use with experience of using SAP.
