Job description
Qualifications
  • Bachelor’s Degree in Occupational Safety and Health, Environmental Science, Engineering, or equivalent.
  • Registered Safety and Health Officer (SHO) with the Department of Occupational Safety and Health (DOSH), Malaysia (preferred or in progress).
  • Minimum 2–3 years of relevant experience in a refinery, chemical plant, or similar industrial setting.
  • Strong understanding of refinery safety practices, including handling of flammable materials, process safety, and emergency response.
  • Familiar with DOSH regulations, Factories and Machinery Act, and Environmental Quality Act.
  • Good communication, leadership, and report‑writing skills.
  • Able to conduct safety training and foster teamwork in maintaining a safe workplace.
  • Physically fit and willing to work on‑site, including during shifts or emergency situations.
Responsibilities
  • Develop, implement, and enforce refinery‑specific safety and health policies, procedures, and programs in compliance with OSHA, DOSH, and other statutory requirements.
  • Conduct regular site inspections, hazard identification, and risk assessments across refinery units (e.g., processing, storage, and utility areas).
  • Ensure compliance with refinery safety standards such as confined space entry, hot work, working at height, and lock‑out/tag‑out (LOTO) procedures.
  • Monitor and control the proper use of Personal Protective Equipment (PPE) among employees and contractors.
  • Conduct safety induction, toolbox meetings, and emergency response drills (e.g., fire, chemical spill, gas leak).
  • Investigate accidents, incidents, or near‑misses, prepare detailed reports, and recommend corrective and preventive actions.
  • Maintain safety records, inspection logs, and documentation required by DOSH and internal audits.
  • Liaise with authorities such as DOSH, DOE, and BOMBA for audits, inspections, and compliance reporting.
  • Support plant management in promoting a strong safety culture and continuous improvement of safety performance.
  • Participate in permit‑to‑work (PTW) processes and ensure safe execution of maintenance and operational activities.
