To ensure that all site operations and activities at SSGE Bio Energy are conducted in compliance with Occupational Safety and Health (DOSH), Department of Environment (DOE), and internal Green Gold Label (GGL) sustainability standards. The Safety Officer is responsible for implementing, monitoring, and improving health and safety programs to protect personnel, equipment, and the environment.
2. Key Responsibilities
🔹 A. Safety Compliance & Documentation
- Maintain and update DOSH and DOE Visit Log Book / MyKKP Record.
 
- Ensure validity of all permits and licenses (Fire, PBT, PMT, PMD, Diesel).
 
- Keep and control all Health & Safety Compliance Documents, including CHRA, NRA, EIA, LEV, Audio, and Ambient Reports.
 
- Ensure all Material Safety Data Sheets (MSDS) are updated and available at all chemical usage points.
 
- Monitor PPE issuance records and ensure proper usage and replacement.
 
- Maintain Safety Records and ensure all safety-related documentation is filed and retrievable for audits (GGL, LCA, and internal).
 
- Plan and coordinate safety training programs for all levels of staff.
 
- Maintain training plans and records, including refresher and induction programs.
 
- Ensure all competent persons (e.g., Safety Officer, First Aider, Schedule Waste Officer) are duly certified and records maintained.
 
- Conduct toolbox meetings and safety briefings before shifts and projects.
 
🔹 C. Site Safety Management
- Conduct regular inspections of production areas, machinery, and storage facilities.
 
- Ensure first aid boxes and fire extinguishers are properly located, labeled, and serviced.
 
- Identify and assess potential hazards in the workplace and implement control measures.
 
- Supervise proper handling and storage of raw materials (EFB, palm kernel shell, wood chips, etc.).
 
- Participate in incident and accident investigations and ensure corrective actions are implemented.
 
- Develop, implement, and test the Emergency Response Plan (ERP).
 
- Ensure fire safety compliance including extinguishers, alarms, and evacuation routes.
 
- Conduct fire and emergency drills periodically.
 
- Liaise with local authorities (BOMBA, DOSH, DOE) for emergency response coordination.
 
🔹 E. Environmental & Sustainability Support
- Support compliance with GGL and LCA documentation requirements related to environment, health, and safety.
 
- Monitor emission, waste management, and spill control procedures.
 
- Promote continuous improvement in environmental and workplace safety performance.
 
3. Reporting & Auditing
- Assist in preparing documentation for site and office audits (GGL / LCA).
 
- Participate in internal and external safety, health, and environmental audits.
 
- Report all incidents, near misses, and unsafe acts to management.
 
- Provide monthly HSE performance reports and action plans.
 
- Have strong knowledge of OSHA 1994, FMA 1967, and related Malaysian regulations.
 
- Familiarity with GGL, LCA, and sustainability audit requirements.
 
- Excellent communication skills in Malay, English, and Mandarin (preferred).
 
- Skilled in report writing, inspection techniques, and hazard assessment.
 
- Ability to lead safety training and engage with multi-language teams.
 
5. Qualifications
- Diploma or Degree in Occupational Safety & Health, Environmental Science, or related field.
 
- Must be registered with DOSH as a Safety & Health Officer (SHO).
 
- Minimum 3 years of experience in manufacturing, bioenergy, or heavy industry.
 
- Certified in First Aid, Fire Safety, or Emergency Response Team (ERT) is an advantage.
 
6. Working Conditions
- Based at the SSGE Bio Energy production facility with regular site inspections.
 
- Exposure to biomass materials (EFB, wood chips, pellets).
 
- Required to wear PPE and comply with safety procedures at all times.
 
- Minimum: Diploma in Occupational Safety and Health, Environmental Health, Engineering, or any related technical discipline.
 
- Preferred: Bachelor’s Degree in Occupational Safety & Health (OSH), Environmental Science, Industrial Engineering, or equivalent.
 
- Must be a Registered Safety and Health Officer (SHO) with the Department of Occupational Safety and Health (DOSH Malaysia) under Section 29, OSHA 1994.
 
- Possession of Green Book (DOSH certification) is mandatory.
 
- Additional certifications are an advantage: ISO 45001:2018, First Aid & CPR Certification, Fire Safety and Emergency Response Training (ERT), Chemical Health Risk Assessment (CHRA), Scheduled Waste Management training.
 
- Strong understanding of Malaysian OSH laws, Environmental Quality Act, and Factory & Machinery Act (FMA).
 
- Familiarity with DOSH, DOE, Local Authority (PBT), and Fire Department (BOMBA) procedures and compliance.
 
- Experience with bioenergy or biomass industry (EFB, wood chips, pellets, etc.) is highly preferred.
 
- Able to manage PPE issuance, CHRA, LEV, and safety inspection records.
 
- Knowledge of GGL (Green Gold Label) and LCA (Life Cycle Assessment) standards related to safety and sustainability compliance.
 
- Excellent coordination and communication skills to engage with multi-lingual teams (Malay, English, Mandarin).
 
- Proficient in Microsoft Office, MyKKP system, and safety reporting tools.
 
- Minimum 3–5 years of working experience in a safety-related role within manufacturing or production plant, renewable energy or biomass industry, or heavy industrial operations.
 
- Proven record in safety audits, risk assessments, and accident investigations.
 
- Hands‑on experience managing fire safety, emergency drills, and HSE training programs.
