Job Overview

The Regional IT Manager plays a pivotal role in shaping PACS Group’s long-term digital and technological direction. This role is accountable for building and overseeing a future-ready IT function that supports business growth, operational excellence, and regional scalability across existing and future locations.

The role goes beyond technical leadership — it requires strong business alignment, governance, and change leadership to embed IT as a strategic pillar of PACS’ evolving matrix organization. The digital transformation roadmap will be one of the key deliverables under the Group IT Manager’s leadership, alongside ongoing operations, risk management, capability building, and innovation enablement.

Key Responsibilities
IT Strategy & Enterprise Architecture
  • Define and evolve the group-wide IT strategy, aligned with PACS' business goals, growth trajectory, and future expansion.
  • Design and govern a scalable enterprise architecture covering infrastructure, platforms, applications, security, and data layers.
  • Lead long-term planning of IT capacity, investment, and innovation.
  • Develop and manage the annual IT budget aligned with business strategy across all group entities.
  • Forecast future technology investments, upgrades, and digital transformation initiatives.
IT Governance, Policy & Risk
  • Establish and enforce IT governance frameworks, including SOPs, data policies, access controls, and future audit compliance[JC1] [JT2] .
  • Maintain oversight of cybersecurity posture, disaster recovery readiness, and business continuity.
  • Ensure all digital systems meet regulatory and internal risk requirements across countries.
Digital Transformation Leadership
  • Own and refine the PACS IT Digital Transformation Roadmap, ensuring its execution is phased, well-resourced, and impact-driven.
  • Leverage M365, Software Systems and BI tools to unlock automation, data intelligence, and collaboration at scale.
  • Allocate resources to accelerate delivery and support capability transition.
Regional IT Operations & Service Delivery
  • Oversee daily IT operations across SG, MY, TH (and potential future locations), ensuring high service levels, issues resolution, and business continuity.
  • Guide regional IT coordinators, system administrators, and support roles in standardization and responsive support.
  • Monitor performance metrics, system uptime, and user satisfaction.
  • Negotiate and manage contracts with external vendors to maximize value within budget limits.
  • Ensure procurement policies are followed, and budget allocations are not exceeded.
Team Leadership & Capability Development
  • Build and lead a high-performing IT organization, integrating functional expertise and regional support.
  • Identify skill gaps, mentor internal talent, and develop career pathways within the IT team.
  • Manage relationships with vendors, project stakeholders, and managed service providers.
Stakeholder Engagement & Change Leadership
  • Act as the strategic partner to business leaders across operations, QA, finance, HR, commercial teams, and senior management.
  • Lead digital change management initiatives, ensuring user adoption and alignment with business needs.
  • Communicate progress, risks, and value of IT initiatives to senior leadership and the board.
Required Qualifications
  • Bachelor’s Degree in Information Systems, Computer Science, or a related field.
  • Mandarin-speaking ability is an added advantage
  • Minimum 5 years of progressive IT management experience, including at least 3 years in a leadership role within multi-country or matrix environments.
  • Proven track record driving digital transformation initiatives—spanning ERP, BI, Microsoft ecosystem, cloud infrastructure, and IT governance is a plus.
  • Confident leader and communicator, with the ability to collaborate effectively with cross-functional teams, including sales, purchasing, and production.
  • Working knowledge of manufacturing, finance, or operations systems is advantageous.
  • Resilient, solutions-oriented mindset with the ability to navigate and lead in dynamic, fast-paced settings.
