The role requires hands-on leadership in cross-border HR management, recruitment, workforce planning, and policy implementation with emphasis on compliance and stakeholder management across multiple locations.
We are looking for an experienced and strategic Regional Human Resources Manager / Senior HR Manager to lead and oversee human resources operations across multiple locations within the APAC region. This role will be responsible for strengthening the regional HR framework, ensuring effective workforce planning and talent deployment, driving employee relations and HR compliance, and partnering closely with business leaders to support regional growth.
The ideal candidate is a hands‑on HR leader with strong experience in multi-country HR management, recruitment, employee relations, workforce planning, and team leadership.
Develop regional HR plans and annual objectives in alignment with Group HR strategies and requirements.
Ensure HR initiatives effectively support regional business objectives and operational needs.
Lead organizational structure reviews and optimization across the region.
Oversee manpower planning, position allocation, and headcount management.
Analyze workforce requirements and make recommendations on resource allocation.
Coordinate regional recruitment plans and recruitment channel development.
Ensure timely hiring and deployment of employees to support business operations.
Work closely with business leaders to identify talent and manpower requirements.
Oversee and ensure proper execution of employee lifecycle processes, including onboarding, confirmation, transfers, promotions, and resignations.
Ensure HR processes are standardized and implemented consistently across the region.
Oversee employment contract management and employee relations matters.
Handle and coordinate significant employee grievances, disciplinary matters, and labor disputes.
Ensure compliance with applicable employment laws, regulations, and company policies.
Drive the implementation of Group HR policies, systems, and procedures across regional locations.
Monitor compliance and provide recommendations for continuous improvement.
Ensure employee personnel records and HR documentation are properly established, maintained, accurate, and compliant.
Work closely with the Compensation & Benefits team to ensure accurate implementation of salary, social security, insurance, and employee benefit policies across the region.
Coordinate the implementation of Group-led training programs across the region.
Prepare regular HR reports and analysis covering headcount, workforce structure, manpower utilization, turnover, recruitment, and other key HR metrics.
Provide insights and recommendations to Group HR and regional management.
Lead, develop, and manage the regional HR team, including Assistant HR Managers and below.
Set team objectives, manage performance, and develop talent within the HR function.
Coordinate the resolution of major HR issues, employee disputes, and compliance risks.
Conduct root‑cause analysis and implement preventive measures to avoid recurrence.
Work closely with relevant teams to support employment compliance and visa/work permit processes for cross‑border and overseas employees.
Gather feedback from regional business units and employees regarding HR services.
Continuously improve HR processes, service quality, responsiveness, and stakeholder satisfaction.
Bachelor's Degree or above in Human Resources Management, Business Administration, Management, or a related discipline.
Minimum 6 years of relevant HR management experience, preferably with experience managing HR operations across multiple locations or regions.
Strong knowledge and practical experience in recruitment, workforce planning, employee relations, and HR operations.
Good understanding of employment/labor laws and HR compliance requirements.
Experience in cross‑regional HR management is highly preferred.
Demonstrated experience in managing, developing, and motivating an HR team.
Strong stakeholder management, communication, coordination, analytical, and problem‑solving skills.
Able to work independently
Candidates with experience in international or cross‑border HR operations will have an added advantage.
