Hunters International is seeking an experienced Regional HR Head/Manager to lead and oversee the full spectrum of human resources functions across Malaysia and selected ASEAN markets. Qualifications

  • 8 years of HR experience with at least 3 years in a managerial or leadership role.

  • Strong skills in talent acquisition, development, workforce planning and strategy.

About The Role:

We are looking for an experienced Regional HR Head / Manager to lead and oversee the full spectrum of human resources functions across Malaysia and selected ASEAN markets. The successful candidate will play a key role in driving regional people strategies, talent acquisition and development, workforce planning, compensation and benefits, employee engagement, and HR compliance.

This role is with a leading specialist in precious metals recycling and recovery, with a primary focus on platinum group metals (PGMs), and will work closely with regional stakeholders to ensure HR strategies are aligned with business objectives while fostering a strong and engaged workforce across diverse markets.

Key Responsibilities:
  • Lead and oversee the full spectrum of HR operations across Malaysia and selected ASEAN markets, including Singapore, Thailand, and Vietnam.
  • Develop and implement regional HR strategies, policies, and initiatives aligned with business objectives and growth plans.
  • Drive strategic talent acquisition, including workforce planning, succession planning, senior-level recruitment, expatriate hiring, and cross-border mobility.
  • Lead talent development initiatives, including career development, performance management, learning and development, and succession planning.
  • Partner with business leaders to identify current and future workforce requirements and develop effective manpower strategies.
  • Oversee compensation and benefits, salary benchmarking, remuneration reviews, and regional HR practices to ensure competitiveness and internal equity.
  • Establish and monitor HR policies, processes, and KPIs while ensuring compliance with Malaysian labour laws and relevant employment regulations across ASEAN markets.
  • Manage employee relations matters, including disciplinary issues, grievances, conflict resolution, and workplace concerns.
  • Drive employee engagement and retention initiatives to support a positive and high-performing organisational culture.
  • Provide HR advisory and strategic support to senior management and regional stakeholders on people-related matters.
  • Lead and develop HR teams across multiple markets, fostering collaboration and consistency in HR practices while adapting to local requirements.
  • Navigate cultural differences and employment practices across ASEAN markets to ensure effective cross-border HR management.
  • Monitor changes in labour legislation and employment regulations and advise management on potential implications and required actions.
  • Support organisational change, restructuring, and other strategic HR projects as required.
Key Requirements:
  • Bachelor’s Degree in Human Resources, Business Administration, Management, or a related discipline.
  • 8 years of HR experience, with at least 3 years in a managerial or leadership capacity.
  • Experience managing the full spectrum of HR functions, preferably within a regional or multinational environment.
  • Prior experience overseeing HR operations across Malaysia and at least one ASEAN market such as Singapore, Thailand, or Vietnam is preferred.
  • Strong expertise in strategic talent acquisition, talent development, workforce planning, and talent strategy.
  • Experience in expatriate recruitment, relocation, and cross-border mobility would be advantageous.
  • Strong knowledge of Malaysian labour law and Employment Act, with a good understanding of employment regulations across the ASEAN region.
  • Proven experience in compensation & benefits, salary benchmarking, HR policy development, employee relations, performance/KPI management, and employee engagement.
  • Strong leadership and stakeholder management skills, with the ability to work effectively with senior management and cross-border teams.
  • Demonstrated ability to manage culturally diverse teams and operate effectively across different ASEAN markets.
  • Strong analytical, problem-solving, communication, and interpersonal skills.
  • Able to balance strategic HR planning with hands‑on execution in a fast-paced, regional environment.
