A leading construction company is seeking a Quantity Surveyor specializing in Mechanical, Electrical, and Plumbing (MEP) packages. The Quantity Surveyor- MEP is responsible for managing the commercial and cost aspects of construction projects, with primary responsibility for Mechanical, Electrical, and Plumbing (MEP) packages. The role covers pre-contract and post-contract activities including cost planning, tendering, contract administration, variation management, claims support, and final account settlement to ensure projects are delivered within approved budgets, contractual requirements, and best-value outcomes for the client.
The role supports effective and nimble project decision-making through accurate cost documentation, timely communication, and close collaboration with project teams, consultants, and contractors.
Prepare cost estimates and cost plans for MEP packages and key client developments.
Monitor and control MEP project costs against approved budgets, identifying variances, risks, and opportunities.
Support value engineering and cost optimization initiatives related to MEP systems.
Provide clear and timely cost advice to support informed project decisions.
Actively participate in the tender / bid process for MEP packages, from preparation of tender documentation through evaluation, analysis, and reporting.
Assist in drafting and reviewing MEP contracts, BOQs, and commercial documentation.
Support contract award recommendations and MEP procurement strategies.
Administer MEP contracts in accordance with agreed terms and conditions.
Prepare, review, and manage MEP variations and change orders, including contractual correspondence.
Resolve commercial, variation, and contract issues promptly, fairly, and transparently.
Oversee project spend by preparing MEP valuations, cost reports, and cash flow forecasts.
Measure and certify contractor progress claims for MEP works.
Clearly communicate cost status, variations, and financial risks to the project team.
Support the assessment and settlement of construction disputes, loss and expense, and claims related to MEP works with transparency and professionalism.
Assist in managing contractual claims to minimize commercial risk to the project and client.
Assist in the preparation, negotiation, and agreement of final accounts for MEP packages.
Manage and conclude all commercial matters, including claims, to ensure the client receives best value from works undertaken.
Ensure proper documentation and close-out of all MEP commercial records.
Degree / Diploma in Safety and Health, Civil Engineering, Building Science, or other related discipline.
Candidate must possess at least a Bachelor’s or Master’s Degree in Quantity Surveying, Architecture, Civil Engineering, Mechanical Engineering, Electrical Engineering, or an equivalent discipline.
Minimum 5–8 years of relevant experience in quantity surveying and cost management, with exposure to MEP works.
Experience in building, industrial, data center, or mission-critical projects is an advantage.
Experience managing MEP packages, including HVAC, electrical, ELV, plumbing, and fire protection systems, is preferred.
Strong knowledge of MEP measurement, BOQs, and cost control.
Familiarity with standard forms of contract (e.g. PAM, FIDIC).
Excellent commercial judgement, analytical, and negotiation skills.
Strong written and verbal communication skills.
Ability to work collaboratively and support fast-paced, construction-stage decision-making.
