The Quality Manager is responsible for developing, implementing, and managing the Quality System (local and at site) for the entire electrical and mechanical scope of the LEP project, including turbines, generators, hydraulic steel structures, BoPe, and BoPm, in alignment with the contract and Voith Hydro’s company policy. The role is to drive commitment to quality within the local and site team and promote a positive quality culture. The Quality Manager considers relevant norms, standards, contract requirements, as well as the construction schedule and budgetary targets of the project.
The Quality Manager supervises the Team and works closely with the overall Voith project team. The Local Quality Manager consults with and reports to the Local Project Director, ensuring the smooth operation of physical works through advanced preparation and close coordination of QA/QC tasks with the site production team. The local Quality Manager will also be responsible for ensuring quality standards of local suppliers and partners (including consortium partner), and will closely coordinate with the Quality and Procurement functions on supplier Quality Assurance measures.
Additionally, the Local Quality Manager will be responsible for ensuring compliance of the local process framework (legal entity and project set-up) with global Voith standards and requirements.
Initially, the Local Quality Manager will be located in Kuala Lumpur/Petaling Jaya. Once site operations and subcontractor activities begin, the role might be required to present full-time at project site in Gerik.
As a member of the onshore project team, the Site Quality Manager will report to the Local Project Director.
Key Responsibilities
- Advise and support the local entity in terms of process quality, and align with relevant HQ functions on applicable quality systems and tools
- Support the local and site team with QA processes, short and medium term work planning, engineering / installation procedures and similar
- Apply strong knowledge of ISO 9001 standards and customer regulatory requirements
- Organize and lead audits with customer; process related internal, as well as site- and supplier audits
- Develop and implement the Inspection & Test Plans (ITPs) in line with the contract and company policy and drive commitment to quality within team and promote a positive quality culture
- Maintain close contact with the client through coordination meetings & synchronization of ITP witness/hold points. Ensure all QA/QC inspections and testing is performed in accordance with the ITP, secure the relevant resources, coordinate tests performed by specialized service-providers (e.g. non-destructive examiners (NDTs)
- Participate on non-conformances (NCR) and technical change request processes, drive and track closure of QA corrective actions. Carry out collection and analysis of all process related Quality KPI & actions following up and improvement, by standardized analyses methods such as 8D or A3.
- Supervise the daily activities of the quality team (internal and at site) and manage work across the team. Participate in work planning meetings to ensure QA/QC tasks are prepared in advance. Identify bottlenecks proactively and provide solutions
- Ensure supplier (especially welders and inspections) qualification and keep track of related documentation; Ensure calibration of measurement tools inhouse and at site
- Drive completion and completeness of Data Books, control and archive site quality documentation
- Act as the subject matter expert and provide QA/QC expertise and guidance to the site team. Arrange training were necessary
- Following and execute the tasks from line manager; escrow critical topics to the Manager (Local, Site and to the overall Project Management team)
Education
- University educational background in QA/QC
- Certified as per quality requirements
Skills
- Previous demonstrated experience (+5years) in a Senior/Management-level position in QM/QA or related area
- Proven experience of working with quality management- and QA/QC systems aligned with ISO:9001
- Experience in advanced project quality planning, problem solving with analysis tools and project management
- Strong knowledge of welding processes, codes, standards, and best practices. qualification in IWE preferred(Qualifications in welding inspection preferred)
- Knowledge of Non-Destructive Examination (NDE) processes related to weld quality
- Experience on Hydro Power Plant construction projects or in the oil and gas sector
- Excellent interpersonal communication and leadership skills - be a leader in Quality culture
- Capable of forming strong working relationship with the management team, client, subcontractors and union work force
- Ability to work independently and in a team
- Highly developed written and verbal communication skills in English; due to the international team set-up additional languages are beneficial
