Overview

The Manager, Project Planning & Development plays a pivotal role in driving the successful execution of all civil and structural (C&S) components within development projects. This position oversees project planning, design coordination, and construction implementation, ensuring that developments meet regulatory requirements, cost efficiency, and sustainability standards. The incumbent will lead multidisciplinary coordination efforts and serve as the key liaison between consultants, contractors, and authorities to deliver high-quality and timely project outcomes.

Key Responsibilities
  • Project Planning & Coordination
    • Develop comprehensive project implementation plans, schedules, and budgets for C&S works, ensuring alignment with the master development timeline.
    • Lead coordination efforts among architects, M&E engineers, planners, and contractors to achieve seamless project execution.
    • Conduct feasibility studies, infrastructure assessments, and due diligence for potential development sites.
    • Provide strategic technical input on land use planning, earthworks, and infrastructure layout to support project optimization.
    • Monitor project progress, identify bottlenecks, and implement corrective actions to maintain timely delivery.
  • Design & Engineering Management
    • Manage and supervise C&S design consultants to ensure accuracy, constructability, and full compliance with regulatory and authority requirements (JKR, JPS, Local Councils, etc.).
    • Review and approve design drawings, specifications, and calculations for all infrastructure and structural works.
    • Drive value engineering initiatives to optimise project costs while maintaining structural integrity and design quality.
    • Promote sustainable engineering practices and incorporate eco‑friendly solutions in infrastructure design in line with corporate sustainability goals.
    • Ensure technical consistency, quality assurance, and adherence to best engineering standards throughout all project phases.
  • Authority Liaison & Compliance
    • Manage and oversee submissions, approvals, and clearances from relevant authorities for earthworks, drainage, roadworks, and structural plans.
    • Establish and maintain proactive communication with local councils, utilities, and statutory bodies to ensure smooth and timely approvals.
    • Ensure all engineering works comply with local and international standards, including CIDB, BEM, DOSH, and other regulatory frameworks.
    • Maintain up‑to‑date knowledge of relevant codes, policies, and industry practices to ensure full compliance and risk mitigation.
  • Construction & Site Support
    • Provide expert technical advice and leadership to site teams during construction to ensure accurate implementation of C&S designs.
    • Support project managers in resolving on‑site technical issues, design discrepancies, and unforeseen challenges efficiently.
    • Review contractors’ shop drawings, material submissions, and method statements to ensure compliance with design intent and specifications.
    • Conduct site inspections and audits to verify quality, progress, and adherence to safety standards.
  • Risk Management & Problem Solving
    • Identify and assess project risks related to infrastructure, design, and construction, and formulate effective mitigation plans.
    • Lead root‑cause analysis and implement practical solutions for engineering or construction challenges.
    • Provide technical recommendations to management for decision‑making on complex project issues.
Job Requirements
  • Education & Experience
    • Bachelor’s Degree in Civil Engineering or a related field (Professional Engineer status is an added advantage).
    • Minimum 8–10 years of progressive experience in civil and structural engineering, design management, and project development, with at least 3 years in a managerial or supervisory role.
    • Proven track record in managing large‑scale development projects involving complex infrastructure and regulatory coordination.
    • Strong leadership, interpersonal, and stakeholder management skills with the ability to lead multidisciplinary teams.
    • Excellent analytical, problem‑solving, and decision‑making abilities under tight deadlines and dynamic project conditions.
  • Technical Skills
    • Proficient in AutoCAD, MS Project, and other project management tools.
    • Sound understanding of local authority requirements and industry standards (JKR, JPS, DOSH, CIDB, SPAN, etc.).
    • Knowledge of construction methodologies, design codes, and sustainable infrastructure practices.
    • Strong documentation, presentation, and report‑writing skills.
