Job description
Job Responsibilities

Ensure that all medical and clinical activities comply with local, national, and international regulations and accreditation standards (JCI, ACHS, MSQH).

Assist in formulating and updating hospital policies and procedures related to medical governance, consultant management, and professional ethics.

Ensure all policy revisions are properly approved, communicated, and implemented across relevant departments.

Maintain and update hospital Medical Staff By Laws, Rules, and Regulations, ensuring these reflect current legislation and best practices.

Establish and maintain a robust Clinical Governance framework that supports ethical clinical practices and decision-making – setup of clinical governance meetings (e.g. MDAC, Division Meeting, Sub‑Division Meeting) by making the necessary logistic arrangements prior to the meeting, sending memos/reminders to doctors, and preparing relevant meeting documents in advance.

Stay updated with changes in healthcare laws, policy and regulations to ensure ongoing compliance in clinical practices – serve as a liaison between the hospital and regulatory bodies (e.g., MMC, NSR) on matters related to medical governance.

Conduct regular internal audits on consultant compliance and governance documentation:

  • Ensure all independent practitioners have valid licenses, indemnity coverage, and active National Specialist Register (NSR) or relevant professional certifications;
  • Ensure timely renewal and monitoring of Consultant Appointment Letters, Practice Privileges, and Clinic Agreements.

Compliance Monitoring & Risk Management

  • Monitor consultant compliance with clinical documentation standards, patient consent, and medico‑legal requirements.
  • Collaborate with Quality & Risk Management on incident reviews, RCA participation, and consultant‑related investigations.
  • Support monitoring of clinical outcomes and performance indicators (e.g., morbidity/mortality data, complaint trends, peer review findings).
  • Investigate and report governance‑related non‑compliance, misconduct, or professional breaches to the Medical Affairs leadership and MAC.
  • Ensure corrective and preventive action plans (CAPA) are implemented and tracked for compliance‑related issues.

Documentation and Reporting

  • Attend to matters pertaining to Consultant Specialists and guide the Medical Affairs team in resolution or channel to relevant person or stakeholder.
  • Draft, prepare memos/letters and ensure confidential documents are stored securely.
  • Prepare for and manage external audits and inspections by regulatory bodies.
  • Maintain accurate and confidential consultant governance records in compliance with PDPA requirements.
  • Develop and maintain dashboards and reports on credentialing status, license expirations, and compliance indicators.
  • Present regular governance updates to Director, Medical Affairs and Medical & Dental Advisory Committee.
  • Support data preparation for MOH audits, accreditation surveys, and internal compliance reviews.

Stakeholder & Consultant Relations

  • Work collaboratively with other departments such as Quality Resources, Legal and Human Resources to ensure a coordinated approach to compliance and governance, including paperwork preparation and submission for MOH license.
  • Oversee and ensure that doctors’ database are updated in a timely and accurate manner.
  • Provide cross‑departmental alignment and support in handling matters related to Consultant Specialists, including patient complaints, contractual matters, feedback on clinical services development, and conflict resolution.
  • Act as the key liaison between hospital management and independent consultants for governance, compliance, and administrative matters.
  • Provide consultants with clear guidance on hospital rules, practice scope, and regulatory obligations.
  • Coordinate consultant engagement sessions, updates, and communication on new regulations or policy changes.
  • Facilitate smooth onboarding and off‑boarding processes for consultants in coordination with HR, Legal, and Operations.
  • Support resolution of consultant‑related grievances or compliance disputes through structured governance channels.

Assist and support ongoing ad‑hoc projects and assignments required by the department.

Oversee the credentialing and privileging process for independent consultants, visiting specialists, and employed consultants.

Coordinate review of credentialing applications by the Medical & Dental Advisory Committee (MDAC) and its subcommittees (e.g., Credentialing & Privileging Subcommittee).

Maintain an up‑to‑date Consultant Database including specialty, qualifications, privileges, indemnity, and practice scope.

Implement and monitor re‑credentialing and re‑privileging processes according to hospital policy and accreditation standards.

Ensure new consultants undergo orientation and are briefed on hospital bylaws, code of conduct, and clinical governance expectations.

Job Requirements

Possess Medical Degree / Bachelor of Nursing from an accredited University.

Registered with Malaysian Medical Council (MMC).

Minimum 8 years of experience in healthcare or hospital environment with at least 3 years in medical affairs, clinical governance or compliance management.

Has experience working with independent consultants or medical governance frameworks preferred.

Strong understanding of PHFSA 1998, MMC guidelines, MOH licensing standards and hospital accreditation systems (ACHS, JCI, MSQH).
