Job summary

A leading cargo airline is seeking a Safety Manager to oversee the development and execution of safety and OSH programs in compliance with regulatory requirements. The ideal candidate will have a degree in Aviation Safety, at least 5 years' experience, and strong knowledge in safety management systems. They will be responsible for monitoring safety performance, conducting audits, and promoting a positive safety culture across the organization.

Qualifications

  • Minimum 5 years of experience in aviation safety or OSH management.
  • Strong knowledge of CAAM, ICAO, DOSH, and DOE regulations.
  • Proficient in report writing and risk assessment.

Safety Management & Cellular OSH Responsibilities
  • Support the Head of Safety in the development, implementation, and maintenance of the company’s SMS framework in accordance with ICAO Annex 19, CAAM CAD 19, and company policies.
  • Manage and coordinate the Safety Risk Management (SRM) and Safety Assurance processes, including hazard identification, risk assessments, safety audits, and investigations.
  • Monitor safety performance indicators (SPIs) and ensure timely reporting, analysis, and corrective actions.
  • Coordinate safety meetings, safety action groups (SAG), and safety review boards (SRB) with relevant stakeholders.
  • Assist in the preparation of safety reports and data for regulatory submission and management review.

2. Occupational Safety & Health (OSH)

  • Oversee the implementation of OSH programs in compliance with the Occupational Safety and Health Act 1994, Factories and Machinery Act 1967, and related regulations.
  • Ensure periodic workplace inspections, risk assessments, and compliance monitoring is conducted across all operational areas (ramp, warehouse, office, and maintenance facilities).
  • Serve as the Secretary or Safety Officer to the company's OSH Committee, ensuring proper documentation and regulatory submission.
  • Lead initiatives to promote a positive safety culture through training, awareness campaigns, and employee engagement activities.
  • Ensure compliance with Environmental Quality (Scheduled Wastes) Regulations 2005, Environmental Quality Act 1974, and other applicable environmental requirements.
  • Oversee proper identification, labelling, handling, storage, and disposal of scheduled waste generated from flight operations, maintenance, and ground handling activities.
  • Coordinate with licensed contractors and ensure proper waste tracking and reporting to the Department of Environment (DOE).
  • Conduct environmental risk assessments and participate in sustainability and pollution prevention initiatives.

4. Safety Audits, Investigations & Reporting

  • Plan and conduct internal safety audits, inspections, and spot checks in coordination with operational departments.
  • Support the Head of Safety in external audits such as CAAM, ISO, and other regulatory inspections.
  • Lead or support incident and accident investigations to identify root causes and implement preventive measures.
  • Maintain accurate records and documentation for all safety activities and findings.

5. Coordination & Safety Promotion

  • Coordinate safety training and promotion programs for all operational staff.
  • Liaise with regulatory authorities, airport operators, and other stakeholders on safety-related matters.
  • Support emergency preparedness and response functions in alignment with the company's ERP program.

Qualifications and Requirements

  • Degree in Aviation Safety, Occupational Health & Safety, Engineering, and/or equivalent discipline.
  • Minimum 5 years of experience in aviation safety, OSH management, or related field; preferably in a cargo or commercial airline.
  • Strong knowledge of CAAM, ICAO, DOSH, and DOE regulatory frameworks.
  • Experience in Scheduled Waste Management, Environmental Compliance, and SMS implementation preferred.
  • Excellent communication, analytical, and leadership skills.
  • Proficient in report writing, risk assessment, and safety data analysis.
  • Licensed Aircraft Engineer (LAE) or holder of Part-66 / DCAM License will be considered a strong advantage due to technical insight into maintenance safety and regulatory compliance.
  • Completion of recognized Aviation Safety Management, Accident
  • Investigation, or Internal Auditor courses (CAAM, IOSA, or ISO 45001) is desirable.
  • Certified Safety Officer (registered with DOSH) or holder of “Green Book” is an advantage.
