Job summary

Hong Leong Bank in Malaysia is seeking an experienced Contract Manager to oversee governance and execution of contracts, including FM service agreements, SOWs and NDAs within a regulated banking environment.

You will lead drafting and negotiation, drive compliance, vendor oversight, risk management and cost control, collaborating with Legal, Due Diligence, Procurement and Finance to deliver value. Strong knowledge of CLM and ERP systems is desirable.

Qualifications

• Minimum 5-8 years in contract management, procurement, or vendor management in banking/financial services.
• Experience drafting, negotiating, and managing complex contracts.
• Familiarity with CLM and ERP systems (SAP/Oracle/Ariba).

Functional

• Governance & Execution: Implement robust contract policies using CLM systems and oversee the drafting, negotiation, and execution of FM service agreements, SOWs, and NDAs.
• Compliance & Risk: Ensure all contracts meet banking regulations (AML/CFT) and internal policies through close collaboration with Legal and Due Diligence teams.
• Vendor Oversight: Thoroughly screen vendor technical capabilities and act as the primary liaison for negotiations and dispute resolution.
• Financial & Data Control: Audit POs for budget adherence, manage a centralized contract repository, and leverage data to identify cost-saving opportunities.
• Milestone Management: Proactively manage renewals and expirations to prevent operational disruptions.
• Drive process automation and use digital tools to reduce manual effort and improve KPI tracking (e.g., cycle times).
• Monitor PO trends and conduct vendor performance surveys.
• Maintain detailed records for risk reviews and assist in annual SOP updates.
• Prepare tender documents and management presentations as required.

Jobholder Requirements

Education/Qualification

• Bachelor’s degree in Business Administration, Law, Finance, Banking, or a related field.
• A professional qualification such as Certified Contract Manager (CCM), Certified Procurement Professional, or equivalent is preferred.

Experience

• Minimum of 5-8 years of experience in contract management, procurement, or vendor management within the banking or financial services industry.
• Proven experience in drafting, negotiating, and managing complex contracts, preferably in a regulated banking environment.
• Demonstrated experience working with Contract Lifecycle Management (CLM) and Enterprise Resource Planning (ERP) systems (e.g., SAP, Oracle, Ariba).
• Strong understanding of Facilities Management, legal principles, contract law, and procurement best practices will be an added advantage.
