A high-tech engineering company in Kulim, Malaysia is seeking an experienced M&E Site Engineer to manage technical aspects and ensure compliance with regulations. The ideal candidate will have a Bachelor's degree in Mechanical or Electrical Engineering, strong M&E supervision experience, and fluency in Mandarin, English, and Bahasa Malaysia. This role involves coordinating with local authorities and ensuring project quality and safety on-site.
The M&E Site Engineer is responsible for the on-site technical management, coordination supervision of Mechanical and Electrical (M&E) works, including semiconductor tool hook-up and process utility integration. The role ensures all works comply with engineering standards, client specifications, and Malaysian statutory requirements. This position requires BEM registration, CIDB accreditation, and the ability to sign the Contractor Section of Form G and liaise with local authorities for inspections and approvals.
Take full technical responsibility at project sites, supporting the Project Manager and Technical Lead in evaluating tender documents, construction drawings, and hook-up schematics.
Conduct in-depth technical reviews, engineering analysis, and optimization of M&E and hook-up drawings in accordance with specifications, scope of work, and client standards.
Prepare engineering assessments, technical reports, and recommendations for approval.
Oversee and coordinate full M&E hook-up scope, including:
Process gas lines
Chemical distribution
CDA/N₂/Process air
DI/RO water systems
Exhaust & scrubber connections
HVAC ducting & chilled water interface
Power supply installation and termination
Grounding and bonding
Control and signal wiring
Panel integration and tool power commissioning
Ensure all hook-up works are executed according to MS standards, UBBL requirements, and DOSH/JKKP guidelines for high-purity and semiconductor environments.
Prepare Method Statements, Work Procedures, Tool Hook-Up SOPs, and safety-related technical documents.
Lead onsite testing, flushing, leak tests, resistance tests, and commissioning work for all utility and electrical connections.
Troubleshoot technical issues and implement process or design improvements.
Coordinate subcontractors, technicians, and hook-up teams to ensure progress, quality, and safety compliance.
Assign tasks, supervise daily activities, and monitor project schedules.
Conduct toolbox meetings, site coordination meetings, and resolve daily technical issues.
Ensure all works comply with Malaysian regulations including MS Standards, UBBL, DOSH/JKKP, ST requirements, local council rules, and semiconductor cleanroom standards.
Coordinate with clients, consultants, vendors, and authorities for inspections and approvals.
Sign the Contractor Section of Form G and prepare all documentation for regulatory submission.
Support audits, authority inspections, and validation by client representatives.
Prepare as-built drawings, tool hook-up records, testing documentation, and commissioning reports.
Compile full handover documentation including red‑line drawings, O&M manuals, and project closure reports.
Mentor junior engineers, supervisors, and technicians to enhance their engineering capability and site coordination skills.
Promote a high‑performance, safe, and compliant site environment.
Perform other engineering or site-related tasks assigned by senior management.
Bachelor’s degree or above in Mechanical, Electrical, HVAC, Building Services Engineering, or related disciplines.
Registered Graduate Engineer / Professional Engineer with BEM (Board of Engineers Malaysia).
CIDB Construction Personnel Registration (minimum CIDB Green Card) or CIDB Contractor Registration required.
Male candidates aged 25‑45 with minimum 5 years of M&E site management experience, with proven onsite hook‑up supervision for semiconductor, cleanroom, or high‑standard industrial projects are strongly preferred.
Strong knowledge of Malaysian construction codes and standards, including MS, UBBL, DOSH (JKKP), and M&E installation practices.
Language requirement: Proficiency in Mandarin (compulsory) for communication with China‑based clients, plus strong command of English and Bahasa Malaysia for local authority and stakeholder coordination.
Willingness to travel and be stationed long‑term at project sites.
