Job description

The M&E Manager will be responsible for overseeing all mechanical and electrical engineering aspects of the Hospital Labuan project, ensuring all M&E systems are designed, installed, tested, and commissioned to meet healthcare standards and project requirements.

Key Responsibilities

Project Planning & Coordination

Lead the planning, coordination, and execution of M&E works for the hospital project.

Coordinate with consultants, contractors, and relevant authorities to ensure compliance with project timelines and specifications.

Design Review & Technical Oversight

Review M&E design drawings, specifications, and calculations to ensure compliance with hospital standards, local regulations (e.g., JKR, MOH, BOMBA), and healthcare best practices.

Provide technical input and solutions to resolve design or site-related issues.

Site Supervision & Quality Control

Monitor and supervise M&E installation on-site, including HVAC, electrical, fire protection, medical gas, plumbing, ELV, and BMS systems.

Ensure that M&E works are carried out to the highest quality standards and according to approved drawings and specifications.

Lead and coordinate testing and commissioning of M&E systems, ensuring full functionality, safety, and compliance.

Prepare and review test reports, commissioning schedules, and handover documents.

Compliance & Safety

Ensure all M&E works comply with hospital‑specific requirements, Ministry of Health (MOH) guidelines, and statutory regulations.

Promote a strong safety culture on‑site in line with OSHA and hospital safety protocols.

Documentation & Reporting

Maintain accurate documentation of M&E activities, progress reports, inspection records, and change orders.

Report to the Project Director/Project Manager on M&E progress, risks, and mitigation plans.

Job Requirements

Qualifications

Bachelor’s Degree in Mechanical / Electrical Engineering or equivalent.

Registered with Board of Engineers Malaysia (BEM).

Possession of relevant certifications such as CIDB Green Card, SHO (optional), or PMP (optional) is advantageous.

Experience

Minimum 7 years of working experience in M&E project management, with at least 2 hospital or healthcare projects completed.

Strong knowledge of hospital M&E systems including:

• HVAC with HEPA filtration
• Medical gas systems
• Nurse call & ELV systems
• Electrical load distribution (clean & dirty power separation)

Skills

Proficient in AutoCAD, MS Project, and M&E design review tools.

Strong coordination, leadership, and communication skills.

Familiar with Malaysian hospital building codes, MOH guidelines, and JKR standards.

Others

Willing to be stationed full‑time at Hospital Labuan.

Able to work under pressure and in a fast‑paced hospital project environment.
