Key Responsibilities
- Ensure compliance with the LMW licensing conditions set by the RMCD under Section 65/65A of the Customs Act 1967, including timely submission of required monthly and annual statements (e.g., M1, M2, M3, M4).
- Maintain and update LMW material lists: raw materials/components/packaging, finished goods, import duty‑exempt items, etc.
- Liaise with internal teams (logistics, procurement, production, warehouse) to make sure materials/finished goods flow through the LMW process correctly (import duty exemption realisation, scrap/disposal handling, local sales limitation, value‑added activities).
- Manage customs declarations and trade compliance matters: import/export licensing under LMW, duty/tax exemption claims, liaise with customs authorities and freight forwarders.
- Handle audits/inspections by RMCD: prepare documentation, respond to queries/findings, support post‑import/post‑manufacture compliance checks.
- Monitor changes in customs/trade regulatory environment (e.g., export‑oriented manufacturing rules, value‑added activities, local sales limitations) and advise business accordingly.
- Prepare management reports and metrics: duty savings achieved, deviation from LMW conditions, local sales percentage, non‑compliance issues, etc.
Requirements / Qualifications
- Minimum Diploma or Bachelor’s degree in Logistics, Supply Chain Management, International Trade, Business, or related field.
- Experience: typically 2–5 years for executive level; 5+ years for senior roles. Preferably exposure to LMW, customs/import‑export, trade compliance.
- Strong knowledge of Malaysian customs laws/regulations, especially the LMW scheme and import duty/exemption processes.
- Good command of English and Malay (other languages such as Mandarin may be a plus).
- Skills: attention to detail, strong organisational & coordination skills, good data‑analysis (e.g., tracking material flows, cost savings), and ability to work cross‑functionally.
- Familiarity with ERP/logistics systems, Excel, and comfortable dealing with regulatory documentation and reporting.
Preferred / Advantageous
- Prior experience in manufacturing environment using LMW licences.
- Understanding of value‑added activities (R&D, repackaging, repair) under LMW scheme.
- Experience with waste/disposal records, scrap handling, duty exemption reconciliation.
- Experience working with freight forwarders, customs brokers, and external agencies.
Performance Indicators (How Success Would Be Measured)
- All LMW monthly and annual statements submitted accurately and on time.
- Zero or minimal non‑compliance findings in customs audits.
- Maximised duty/tax‑exempt benefit under LMW (through correct use of materials/components).
- Internal material flows (imports → production → export) aligned with LMW rules.
