Job description

We are hiring on behalf of our client, a well-established regional company, for the position of Human Resources Manager.

Key Responsibilities

1. Human Resources Management

Lead the full spectrum of HR functions, including recruitment, performance management, compensation & benefits, employee relations, and training & development.

Develop and implement HR strategies, policies, and procedures aligned with company goals and manufacturing operations.

Ensure compliance with statutory requirements (Employment Act 1955, Industrial Relations Act, OSHA, EPF, SOCSO, EIS, PCB, HRDF, etc.) and manage HR audits, inspections, and reports.

2. Recruitment & Manpower Planning

Plan and manage workforce requirements across all departments (production, maintenance, quality, logistics, etc.).

Handle end‑to‑end recruitment for both local and foreign workers, including permit renewals, FWCMS, and related documentation.

Liaise with government agencies (JTK, Immigration, Labour Office) and external recruiters to ensure compliance and timely hiring.

3. Employee Relations & Engagement

Foster a positive employer‑employee relationship; manage grievances, counselling, and disciplinary matters, including domestic inquiries.

Lead employee engagement, welfare, and communication initiatives to improve morale and retention.

Oversee accurate and timely payroll processing, attendance, overtime, allowances, and deductions.

Conduct annual salary reviews, bonus exercises, and job grading assessments.

Monitor manpower costs and support HR budgeting.

5. Training & Development

Identify training needs and develop annual training plans with department heads.

Coordinate internal and external training (technical, safety, soft skills) and evaluate effectiveness.

Maintain HRDF documentation and claims.

Manage overall plant administration, including security, canteen, hostel, transportation, maintenance, utilities, and company assets.

Oversee vendor management, purchasing of office supplies, and facility improvement projects.

Ensure proper documentation and control of administrative records and licences.

Requirements

Bachelor’s Degree in Human Resource Management, Business Administration, or related field.

Minimum 5 – 8 years of Human Resources experience, with at least 2 – 3 years in a managerial role overseeing a full HR spectrum.

Solid knowledge of Malaysian labour laws and statutory requirements.

Hands‑on experience in handling foreign workers and liaison with government authorities.

Strong leadership, communication, and interpersonal skills.

Proficient in HR systems.

Able to work independently, manage multiple priorities, and support 24/7 production operations.
