Job description

Responsible for the provision of comprehensive and effective Human Resource (HR) functions to support the delivery of the Manipal University College Malaysia's (MUCM) Operational and Strategic Plan. Support HR Head in all HR initiatives across the organization including workforce planning strategy, compensation and benefits review, reward and recognition, employee development and performance management. Develop and maintain beneficial relationships with key external partners to facilitate the achievement of all HR targets using systematic approaches to ensure adherence to all University and Government requirements. Effectively feed into the Senior Management team’s decision‑making processes by providing accurate advice.

Key accountabilities/primary responsibilities

Support HR Head to lead the HR systems development and implementation, oversee the creation and execution of policies, procedures, and processes. Focus goes beyond compliance to ensure alignment with MUCM's strategic goals while staying updated on regulatory changes. Implement strategic approach which guarantee seamless integration of any necessary updates, safeguarding legal compliance and enhancing organizational effectiveness.

Spearhead HR operations and initiatives to bolster the growth and expansion of MUCM. Responsible aligning HR strategies with organizational expansion goals, ensuring seamless implementation, and fostering effective communication with stakeholders.

Responsible for overseeing all aspects of compensation and benefits within the organization. This includes designing and implementing competitive compensation structures, managing employee benefits programs, and ensuring compliance with legal and regulatory requirements.

Responsible in performance management and succession planning within the organization. This involves developing and implementing performance appraisal processes, providing guidance on goal setting and feedback mechanisms, and facilitating performance improvement plans when necessary. Need to collaborate with department heads to assess current and future talent needs, and develop strategies to address skill gaps and succession challenges.

The HR Manager is tasked with overseeing all HR operational functions, including recruitment, employee relations, payroll, compliance, and documentation. By efficiently managing these areas, they contribute to creating a conducive work environment and supporting organizational objectives.

Accept any other delegations and responsibilities as allocated by the line manager.

Internal and external relationships

Internal-Working alongside both Academic and Support Staff at MUCM and occasionally with staff from the Manipal Global entities.

External-Relevant authorities and bodies to support the HR function. Relevant suppliers and external contacts.

Special Requirements

A min 12 years’ experience in Human Resources and specifically a minimum 5 years in managerial role.

Hand on experience with handling data and MS Excel.

Familiarity with the Higher Education sector.

Excellent standard of spoken and written English.

High level maturity, integrity and ability to handle confidential matters.

Excellent analytical and report writing skills.

Understanding of and familiarity with Malaysian Employment Law and PDPA
