Job description

The HR Manager is responsible for overseeing and managing the full spectrum of Human Resources operations across multiple countries within APAC, including Malaysia, Singapore, Thailand, Indonesia, the Philippines, and Vietnam. This role partners closely with senior leadership to design, implement, and maintain scalable HR policies, ensure statutory compliance, manage employee lifecycle processes, and support organizational growth in a fast‑paced consulting environment.

Key Responsibilities
  • 1. Multi‑Country HR Operations
    Manage HR operations across 6 regions, ensuring all HR processes align with local statutory requirements and company standards. Coordinate with EOR providers and internal Finance for payroll accuracy and compliance. Oversee and execute employment contracts, confirmations, terminations, and cross‑border documentation.
  • 2. Policy Development & Compliance
    Lead the development, rollout, and maintenance of country‑specific Employee Handbooks. Ensure compliance with labour laws across the region (EPF, SOCSO, EIS, BPJS, SSS, PhilHealth, Pag‑IBIG, etc.) and update policies periodically. Provide guidance on HR documentation including travel policies, procurement procedures, allowances, and performance frameworks.
  • 3. Employee Lifecycle Management
    Oversee onboarding, probation evaluation, confirmation processes, and offboarding. Implement and refine probation systems, performance templates, clearance forms, and handover processes. Ensure consistent and timely communication of HR actions to employees and line managers.
  • 4. Talent Acquisition & Workforce Planning
    Support recruitment for consulting, technical, and support roles across all regions. Collaborate with hiring managers to define job requirements, interview processes, and hiring decisions. Maintain candidate pipelines and evaluate hiring needs based on business expansion. Develop and manage compensation structures including base pay, OTE, sales commissions, multipliers, and bonus schemes. Maintain salary benchmark tables across APAC markets and advise management on adjustments. Oversee insurance arrangements, medical claim benefits, and travel allowances.
  • 5. Employee Relations & Performance Management
    Serve as first point of contact for employee relations matters and conflict resolution. Advise managers on disciplinary actions aligned with local laws and company policy. Support performance review cycles and provide tools to improve performance consistency.
  • 6. HR Systems & Process Improvement
    Build automated HR tools (sheets, forms, dashboards) to streamline processes. Maintain organized HR documentation via Teams/SharePoint. Implement HRIS or digital workflows to enhance operational efficiency.
Key Requirements

Qualifications
Bachelor’s Degree in Human Resources, Business Administration, Psychology, or related field. HR certification (SHRM, CIPD, HRDF) is a plus.

Experience
Minimum 5–7 years of HR generalist or HR operations experience. Experience managing multi‑country HR (particularly in Southeast Asia or APAC). Strong understanding of employment laws across Malaysia, Singapore, Thailand, Indonesia, the Philippines, and Vietnam. Demonstrated experience handling Malaysian HR statutory requirements, including LHDN contract stamping, CP22/CP22A submissions, and employer statutory duties (EPF, SOCSO, EIS, HRDF, etc.).

Skills
Strong communication and stakeholder management skills. Excellent problem‑solving and conflict‑resolution abilities. High proficiency in MS Excel, SharePoint, Teams, and HRIS systems. Ability to balance strategic thinking with hands‑on execution. Strong attention to detail and documentation discipline.
