A local hospitality company in Malaysia is seeking a Human Resource and Administration Executive to manage end-to-end HR functions including recruitment, payroll administration, and employee relations. The ideal candidate will have a Bachelor's Degree in Human Resources or Business Administration and 2-3 years of relevant experience. Knowledge of the Employment Act and Labour Law is essential, while familiarity with local government agencies is a plus. This position offers an opportunity to contribute to a strong HR foundation within the organization.
The HR & Administration (HRA) Executive manages end-to-end human resources functions for the hostel, including recruitment, onboarding, and compliance with company HR policies. The role coordinates internal and external training, handles appraisals and probation processes, and maintains relationships with training providers and government agencies. It also oversees payroll administration, attendance, statutory compliance, and acts as the primary point of contact for employee queries. HRA Executive supports employee relations by managing engagement activities, disciplinary matters, and exit processes, ensuring smooth HR operations. Additionally, the role maintains accurate HR records, assists in reporting, manages purchasing of office supplies, and performs ad hoc HRA tasks as assigned by the Hostel Manager and Head of Human Resources.
1. Hiring & Recruitment
Ensure staffing requirements are met in a timely manner.
Manage end-to-end recruitment for both blue‑and white‑collar positions, including job postings, candidate screening, interview coordination, hiring manager liaison, and pre‑employment background checks.
Build and maintain relationships with candidates, ensuring smooth communication before and after interviews.
Prepare employment offers, complete pre‑onboarding documentation, and conduct New Employee Orientation (NEO) as required.
Guide hiring managers to comply with the Setia Ibarat Recruitment Process & SOP.
Coordinate and arrange internal and external training programs.
Liaise with HQ HR regarding HRDF Corp training, levy, and grant submissions.
Maintain accurate training documentation and records.
Foster relationships with training providers and relevant government agencies.
Manage appraisal and probation assessments, providing guidance to managers to ensure compliance with the Probationary Assessment Process & SOP.
3. Payroll Management
Oversee employee e‑leave, attendance tracking, and payroll support including calculations of overtime, salary, allowances, and deductions.
Assist with bank letters for account openings, insurance claims, and payroll documentation submission to HQ HR.
Act as the primary point of contact for employee payroll queries while upholding confidentiality and ethical standards.
Coordinate with SOCSO, LHDN, EPF, and JTK as required.
4. Employee Relations
Conduct internal briefings and refresher training on company policies and rules.
Support employee engagement initiatives and company events.
Handle disciplinary matters including counselling, investigations, report preparation, and issuing verbal or written warnings or show‑cause letters.
Provide refresher training on domestic inquiries when necessary and guide managers and employees in compliance with the Disciplinary Process & SOP.
5. Exit & Termination
Ensure the return of company property in accordance with clearance procedures upon employee cessation.
Manage retirement and retrenchment processes as required.
Liaise with JTK for compliance purposes when necessary.
6. Administration & Documentation
Maintain accurate, up‑to‑date HR records and files.
Administer staff medical claims and benefits, coordinating submissions with HQ HR.
Manage payments for corporate mobile lines.
Assist in the preparation of weekly HR reports and participate in scheduled meetings.
Assist in purchasing of office supplies and meeting bookings.
Perform other ad hoc HR duties as assigned by the Management.
Bachelor’s Degree in Human Resources / Business Administration or any related field.
Minimum 2 - 3 years of work experience in the related field.
Experience in Hostel Management environment is preferred.
Possess knowledge of the Employment Act, Labour Law.
Understand and familiar with 446 Act International Labor Organization, Act 265 Employment Act 1955, Responsible Business Alliance, Supplier Ethical Data Exchange (SMETA), WRAP (Worldwide Responsible Accreditation Production), and any other compliance required by the client; is an added advantage.
Experience in dealing with JTK and other local government agencies; is an added advantage.
Work with minimum supervision and with own initiative.
Good interpersonal skills, fair when handling people / situations with sound judgment.

Strong communications skills to interact with employees and managers and handle sensitive issues confidentially.
