A logistics service provider based in Johor Bahru is seeking a Health, Safety, and Environmental (HSE) Manager to oversee the implementation of HSE policies and ensure compliance with regulatory standards. The ideal candidate will have a degree in HSE management and proven experience in risk assessment, safety training, and promoting environmental sustainability. Responsibilities include conducting inspections, managing hazardous materials, and leading emergency response initiatives. This role is crucial in fostering a safety culture across operations.
Develop, implement, and monitor HSE policies, procedures, and safe systems of work
Conduct risk assessments and Job Safety Analyses (JSA) for logistics, ship care, and port operations
Ensure compliance with local HSE regulations, maritime laws, and international standards (e.g., IMO, ISM Code, OSHA, ISO 45001)
Perform regular site, trucks, warehouse, yard, vessel, and port inspections
Identify hazards related to cargo handling, lifting operations, confined spaces, working at height, hot works, and traffic movement
Investigate accidents, near misses, and unsafe acts, prepare reports, and implement corrective actions
Monitor and enforce proper use of PPE
Ensure permit‑to‑work systems are followed (hot work, confined space entry, lifting operations)
Ensure compliance with environmental regulations related to waste management, spill prevention, emissions, and noise
Monitor oil spill prevention and response measures during ship care and bunkering operations and etc.
Manage hazardous materials handling, storage, and disposal (chemicals, paints, oils)
Conduct environmental risk assessments and inspections
Promote environmental awareness and sustainability initiatives
Conduct HSE inductions for new employees, contractors, and visitors
Organize and deliver toolbox talks and safety training for logistics, transport, and ship care personnel
Train staff on emergency response, fire fighting, first aid, and spill response
Promote a strong safety culture across operations
Develop and maintain emergency response plans (fire, spill, accident, medical emergency)
Coordinate and conduct emergency drills at warehouses, yards, and onboard vessels
Act as a key contact during incidents and emergencies
Ensure availability and maintenance of emergency equipment
Maintain HSE records, reports, permits, MSDS, inspections, and training logs
Prepare HSE reports for management and regulatory authorities
Support internal and external HSE audits
Assist in maintaining ISO 9001 (Quality) / 14001 (Environment) / ISO 45001 (Health & Safety) or similar certifications
Monitor contractors and subcontractors for HSE compliance
Conduct contractor HSE evaluations and toolbox meetings
Liaise with port authorities, ship masters, terminal operators, and regulatory bodies on HSE matters
Analyze safety data and trends to reduce incidents
Recommend improvements in equipment, procedures, and work practices
Support management in achieving zero accident and zero spill objectives
