Role Description
This is a full-time on-site role for an HR Officer, based in Penang, Malaysia. The HR Officer will perform and coordinate daily operations and administration of all Training and development processes.
Qualifications
- Min bachelor’s degree in management or equivalent
- Min. 3-5 years working experience in L&D
Key Skills/ Knowledges/ Attributes
- Familiar in L&D full cycle; Training need analysis (TNA), eTris/HRDC, inhouse, external or public training program arrangement and administration, training effectiveness and evaluation.
- Independent, flexible, fluent in Malay Language and English both written and verbal.
- Effective negotiation and communication skills, fast-paced with high initiative skills and able to work under pressure with minimum supervision.
Key Accountabilities / Major Tasks
- Responsible in Learning and Development by conducting Training Need Analysis (TNA) to identify training needs, form actions plan and implement appropriate training solutions to meet employee's competence requirements
- Prepare, compile, and analyze TNA and development plan with department heads for all level of staff to develop annual organization training plan/calendar and fforecast the Annual Training budget
- Execute all training and development programs as per training calendar
- Source and coordinate the external, internal training and monitor the progress of training
- Liaise and negotiate with Training Provider for effective delivery of training programs at appropriate cost
- Plan, organize and monitor training to ensure employees adhere to company training procedure, HRD Corp requirements
- Keep interact with departments to ensure training are within the schedule, otherwise update training calendar accordingly
- Manage and regular monitoring the HRD Corp Grant Documentations and applications, claim process, levy and ensure the HRD Corp fund is utilized optimally
- Ensure Training Evaluation and Training Effectiveness Evaluation Form are done on time to ensure the effective learning and enhancement of competencies upon completion of training
- Review and analyze Training Evaluation and Effectiveness Evaluation Summary (For Trainer and Courses) for improvement
- Manage and keep all-employee training record updated at all times
- Ensure relevant documents related to ISO/Customer/IATF etc. audit requirements are properly maintained and updated to the latest standard.
- Handle Ad hoc Project related to the L&D, upskilling of the employees for benefit of the organization (if any)
- May perform other duties and responsibilities as assigned.
