A manufacturing company in Kedah is seeking an HR Manager fluent in Mandarin to lead HR operations, including recruitment, employee relations, and compliance with Malaysian labor laws. The ideal candidate will have at least 8 years of HR experience, with significant time spent in a managerial position within a large manufacturing environment. Develop and implement annual HR strategic plans aligned with business goals.
Collaborate with department heads for workforce forecasting and talent planning.
Prepare and manage HR budgets to ensure cost efficiency.
Lead end-to-end recruitment for all positions (operators, technicians, office, and management).
Develop recruitment channels: job portals, agencies, headhunters, and campus hiring.
Handle quota applications, work permit processing (Employment Pass / Visitor Pass - Temporary Employment), renewals.
Coordinate with Malaysian government agencies like the Immigration Department (JIM).
Oversee onboarding, orientation, and offboarding processes including exit interviews.
Ensure compliance with Malaysian labor laws (Employment Act 1955, Industrial Relations Act).
Manage employee grievances, misconduct cases, and industrial relations matters.
Develop, update, and communicate HR policies and employee handbooks.
Investigate disciplinary cases and take actions in line with legal standards.
Foster effective communication between management and employees.
Supervise payroll processing, including allowances, OT, deductions, and leave.
Administer statutory deductions and contributions (EPF, SOCSO, EIS, SIP).
Manage employee benefits programs and health-related initiatives.
Conduct salary benchmarking and support compensation strategy.
Conduct training needs analysis (TNA) and develop annual training plans.
Organize internal and external training programs, including safety and compliance training.
Implement and monitor performance appraisal systems.
Support promotion evaluations, salary adjustments, and performance improvements.
Ensure accurate HR records and reporting.
Perform other HR-related tasks assigned by company leadership.
Bachelor’s degree or higher in Human Resource Management, Business Administration, or related field.
Strong understanding of HR functions and Malaysian labor regulations.
Minimum 8 years of broad HR experience.
At least 4 years in HR Manager role within a large manufacturing company in Malaysia.
Experience with foreign worker management is an added advantage.
