- Overall country resourcing responsibilities in Malaysia covering all levels of hiring and across all business entities. Ensuring high standards of execution and delivery to hiring stakeholders whilst ensuring compliance and adherence to defined standards and processes.
- Formulate resourcing strategy to attract and onboard talents into the Bank’s businesses and operations. Using data and metrics insights to help refine approach and tactics to meet hiring mandates.
Business
Drive business and functional people plans to deliver talent agenda to help the franchise achieve its business goals.

Ensure the resourcing processes, policies and standards are in compliance.
People & Talent
- Build and manage a high performing team, managing employee engagement, development, succession and retention day‑to‑day.
- Drive and embed a strong performance and risk management culture through inspiring, motivating, and rigorous management discipline.
- Drive the right team behaviours, including global collaboration and customer focus.
- Set clear direction for the team and implement a robust tracking, reporting and escalation framework that includes clear metrics, KPI reporting and analysis, and formal reviews.
- Run frequent commit calls to manage delivery progress (sourcing, selection, offers, hit rates etc) and resolve issues.
- Analyse dashboards, metrics and reporting to track progress, identify issues etc.
- Provide regular updates to key business and HR stakeholders, promptly escalating key issues.
- Achieve strategic people requirements, ensuring the organisation structure and people programmes are appropriate for the delivery of plans and targets e.g. resources fully aligned to the coverage model, clear lines of control and delegations of authority in place, etc.
- Build the bench‑strength of the team. Provide ongoing coaching and ensure the right development interventions are deployed, with all team members achieving the required certifications.
- Build the country hub into a centre of operational excellence, setting the standards for others to follow, sharing best practice, knowledge and expertise.
- Ensure adherence to the Bank’s defined risk management frameworks.

- Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. - Effectively and collaboratively identify, elevate, mitigate and resolve risk, conduct and compliance matters.

Qualifications and Experience
- 10+ Years Experience in Recruitment Gained in a Complex, Hiring Environment.
- Capable in collecting and analysing data in order to shed light on trends and make recommendations.
- Able to direct and shape dialogue with key and senior business leaders.
- Strong influencing and negotiating skills.
- Networking & relationship building.
- Good understanding of in‑country employment and recruiting laws and compliance of these.
- Develop & implement long‑term hiring plans aligned with business objectives.
- Collaborate with business leaders to forecast hiring needs and plan resources accordingly.
- Track and analyse recruiting KPI’s.

Established in 2001, it now provides a multitude of services to Standard Chartered Bank which has a 150‑year history in some of the world’s most dynamic markets. The centre provides dedicated world‑class technology, software and system development, information technology support services, banking operations and customer care capabilities to businesses globally.
It now houses one of the largest software development centres in Malaysia as well as the Bank’s Collective Intelligence and Command Centre, a state‑of‑the‑art facility which provides situational awareness and response capability to Standard Chartered Bank and its subsidiaries using the latest technologies for monitoring and analytics.
