Develop, implement, and drive HESB’s procurement strategies to optimize cost savings, enhance supplier performance, and create value across the supply chain.

Establish and strengthen shared services and strategic alliances between HESB Procurement and OpCos’ procurement teams to ensure alignment and synergy.

Lead the design and implementation of strategic sourcing and category management frameworks, including tools, processes, and methodologies.

Identify and capitalize on group-wide opportunities to leverage economies of scale and achieve commercial benefits.

Responsibilities:
  • Develop, implement, and drive HESB’s procurement strategies to optimize cost savings, enhance supplier performance, and create value across the supply chain.

  • Establish and strengthen shared services and strategic alliances between HESB Procurement and OpCos’ procurement teams to ensure alignment and synergy.

  • Lead the design and implementation of strategic sourcing and category management frameworks, including tools, processes, and methodologies.

  • Identify and capitalize on group-wide opportunities to leverage economies of scale and achieve commercial benefits.

Governance & Compliance
  • Ensure all procurement activities comply with HESB’s Group Procurement Policy (GPP), Standard Operating Procedures (SOPs), and relevant Group guidelines.

  • Monitor and drive procurement governance and compliance performance across subsidiaries and business units.

  • Provide advisory and consultation on Management Approval Papers (MAP) to ensure alignment with the Level of Authority (LOA).

  • Uphold procurement integrity, transparency, and ethical standards across all purchasing activities.

Operational Excellence & System Management
  • Manage and oversee the Zycus e-Procurement System, ensuring optimal configuration, data integrity, and seamless process integration.

  • Drive system adoption, user training, and compliance across departments and subsidiaries.

  • Monitor and enhance system performance, including supplier onboarding, catalogue management, purchase requisition workflows, and spend analytics.

  • Collaborate with Group IT and system vendors to ensure upgrades, issue resolution, and continuous improvement.

  • Develop and continuously improve procurement policies, systems, tools, and reporting mechanisms.

  • Lead strategic sourcing initiatives that deliver measurable cost savings and process efficiency.

  • Implement structured category review processes and periodic performance assessments of key suppliers.

  • Establish strategic partnerships and performance agreements with critical suppliers to secure long-term value creation.

  • Drive standardization of procurement processes, KPIs, and reporting across all HESB subsidiaries.

Stakeholder & Supplier Management
  • Engage and collaborate with internal stakeholders to understand business requirements and align procurement strategies with organizational goals.

  • Foster effective supplier relationship management to improve quality, delivery reliability, and innovation.

  • Support subsidiaries and suppliers in resolving chronic procurement or compliance challenges.

  • Lead supplier audit, development, and risk management initiatives to ensure business continuity and supply reliability.

Performance & Continuous Improvement
  • Achieve cost-saving and efficiency targets through strategic sourcing and category management initiatives.

  • Establish and track key performance indicators (KPIs) to measure procurement effectiveness across business units.

  • Drive continuous improvement, digitalization, and data-driven decision-making within the procurement function.

  • Coordinate and report on the Cost Reduction & Optimization Program (CROP) across subsidiaries.

Requirements:
  • Bachelor’s Degree in Business Administration, Supply Chain Management, Engineering, or a related field.

  • Minimum 10 years of experience in procurement or strategic sourcing, with at least 5 years in a managerial or leadership position.

  • Proven experience managing e-Procurement or Source-to-Pay systems, preferably Zycus or equivalent platforms.

  • Strong knowledge of procurement best practices, contract management, and category management.

  • Excellent leadership, communication, and stakeholder management skills.

  • Analytical mindset with the ability to develop and execute strategic cost optimization initiatives.

  • Experience in shared services or group procurement environments is an added advantage.
