JOB SUMMARY
As the Head of this function, you will be responsible for building our enterprise change capability - developing the organization’s overall strength, readiness, and resilience to manage change. You are expected to design the enterprise change strategy, lead a team of change practitioners, mobilize our change networks, and ensure the successful adoption and long-term sustainability of transformation initiatives. This is a high-visibility leadership role that involves providing strategic advisory to senior executives, managing a complex portfolio of change, and embedding a culture of change readiness across the entire organization.
JOB SCOPE
Change Management Office Administration & Strategic Management
- Ensure the Change Management Office (CMO) is strategically positioned, and its functions remain relevant, impactful, and expanding in line with organizational transformation.
- Lead the ongoing development and operational excellence of the CMO, including governance, resource management, and performance measurement.
- Advocate for the CMO’s role and value, building strong stakeholder alignment and expanding its influence across the enterprise.
- Drive talent development and capability building within the CMO, fostering a high-performance culture.
- Continuously benchmark and evolve the CMO’s practices to maintain industry leadership and organizational relevance.
Enterprise Change Strategy
- Architect and own the high-level, enterprise-wide change management strategy, ensuring it aligns with the organization core transformation goals.
- Lead executive-level stakeholder engagement, analysis and change impact assessments to inform strategic decisions.
- Act as the primary advisor to senior leadership on change readiness, strategic change risks, and alignment with business objectives.
- Drive the integration of change management into the organization's overall business planning and governance frameworks.
- Institutionalize the guiding principles, standards and methodologies for change management that will be used across all major change initiatives.
Team Leadership & Portfolio Management
- Lead, mentor, and upskill a high-performing team of change management practitioners, ensuring high-quality delivery of all functions.
- Manage the entire portfolio of concurrent change initiatives, ensuring strategic alignment and optimal resource allocation.
- Prioritize change efforts based on organizational impact, readiness, and capacity.
- Develop and present portfolio performance dashboards and strategic recommendations to senior leadership.
- Provide expert advisory services and training to internal stakeholders, continuously improving their change literacy.
Change Masterplan & Governance
- Oversee the translation of high-level strategy into actionable masterplans for specific, large-scale projects and programs.
- Govern the development and execution of all key supporting plans, including Sponsors Plans, People Managers Plans, Communication Plans, and Training Plans.
- Maintain oversight of all training programs, readiness assessments, and adoption tracking mechanisms, using KPIs to monitor progress and drive continuous improvement.
Stakeholder, Communication & Network Mobilization
- Cultivate and manage strong, trusted relationships with senior stakeholders to secure executive support and buy‑in.
- Create and champion the impactful change narratives that enhance engagement and understanding across the organization.
- Set the strategy for and oversee the execution of organization-wide communication plans, utilizing diverse channels
- Manage and empower the enterprise-wide change agent network, equipping them to support and reinforce change.
Sustainability & Continuous Improvement
- Institutionalize framework for post-implementation support to ensure the long-term adoption and realization of benefits.
- Monitor the sustainability of change outcomes and provide ongoing advisory services to business units.
- Own and continuously improve the enterprise Change Management Playbooks, ensuring alignment with best practices and our evolving needs.
- Proactively identify and mitigate systemic risks to sustain successful transformation outcomes.
SKILLS REQUIREMENTS
- Demonstrated mastery in various change management methodologies and practices in enterprise-wide transformation.
- Experience and ability to position and expand the Change Management Office (CMO) within the organization.
- Strong governance, operational management, and resource administration experience.
- Excellent storyteller with clear and persuasive communication tailored to diverse audiences.
- Advanced stakeholder management, advocacy, and cross-functional collaboration abilities.
- Technical expertise in stakeholder analysis, readiness assessments, and change performance indicators.
- Deep understanding of workplace human behavior, motivation, resistance, and cultural influences.
- Thought leadership in change management, including adoption of new methodologies and technologies.
QUALIFICATIONS
- Malaysian citizen.
- Above 30 years old on the closing date of application.
- Possess a bachelor’s degree in Change Management, Business, Mass Communications, Organization Psychology, or equivalent qualification from accredited higher learning institutions.
- Pass Malay Language including oral test at Sijil Pelajaran Malaysia (SPM) level or equivalent as recognized by the Government.
- A minimum of 15 years of experience in change management, preferably in different sectors
- Certification in PROSCI is a MUST.
