Our client, a top property investment company in the region, is looking for Head of Construction. The role of the Head of Construction is to jointly manage the joint venture company while leading the full cycle of property development, from feasibility study, planning, design, construction and facility management. This role involves strategic planning, project management, team leadership, communication skills and ensuring that all projects are completed on time, within budget, and to the highest quality standards. The Head of Construction will need to work closely with various internal and external stakeholders, including joint venture partner, architects, engineers, contractors, and regulatory bodies, to ensure successful project execution and compliance with all relevant regulations and standards.

Job Responsibilities
Project Oversight
  • Design and devise property (mainly built-to-suit industrial facility) to suit clients’ requirements including assessing financial viability and present proposal for internal and clients’ approval.
  • Monitor ongoing construction projects to ensure they are on schedule and within budget.
  • Conduct site visits to oversee project progress and address any issues that arise.
  • Jointly manage with JV partner to ensure JV Company performs as per approved targets.
Stakeholder Communication
  • Lead and manage various external consultants / contractors / suppliers / vendors / authorities in relation to design development, authorities’ approval, construction, handing over of property.
  • Communicate regularly with clients, architects, engineers, and contractors to ensure all parties are aligned and informed.
  • Prepare and present project status reports to senior management and other stakeholders.
  • Maintain close communication with JV partners to ensure smooth implementation.
  • Representing the Company to ensure shareholder interest and investment are protected.
Quality Control / Construction
  • Review and approve project plans, specifications, and schedules.
  • Conduct regular quality inspections to ensure construction work meets the required standards and specifications.
  • Lead, manage and monitor the completion of construction works whilst ensuring quality products and timely completion within contract value.
  • Identify and resolve potential construction related issues or contractual disputes.
Budget Management
  • Monitor project budgets and expenditures, ensuring costs are controlled and within the approved budget.
  • Approve invoices and payments to contractors and suppliers.
  • Oversee finance team in financial deliverables and compliance of obligations.
  • Identify potential risks and develop mitigation strategies.
  • Address and resolve any issues or conflicts that arise during the construction process.
Regulatory Compliance
  • Ensure all construction activities comply with local, state, and federal regulations.
  • Stay updated with any changes in construction laws and regulations and implement necessary adjustments.
Health and Safety
  • Implement and enforce health and safety policies and procedures on all construction sites.
  • Support implementation of quality, health, safety and environment management system i.e. policies, procedures, instructions, audits.
Documentation and Reporting
  • Maintain accurate and up-to-date project documentation, including contracts, permits, and inspection reports.
  • Prepare, submit and present regular progress reports to senior management.
Client Relations
  • Maintain strong relationships with clients, ensuring their needs and expectations are met.
  • Address any client concerns or issues promptly and professionally.
Requirements
  • Minimum 15 years in Construction / Development.
