Overview
To direct, guide, and lead the Access Department in developing, monitoring, and implementing policies and regulatory instruments related to access in accordance with the Communications and Multimedia Act 1998 to ensure effective competition in the communication and multimedia sectors.
Job Responsibilities
- Lead, coach, and guide the staff in the department in technical expertise in access, management, and soft skills, and monitor their performance where necessary in order to enhance capabilities and to deliver up to expectations.
- Develop, monitor, and control the financial budget and costs to ensure effective and efficient management and utilisation of the approved budget.
- Lead, plan, and conduct policy reviews on access regulations – access instruments such as Access List, Mandatory Standard on Access, and Mandatory Standard on Access Pricing; reviews on voluntary industry code, access undertaking, and access agreement in order to ensure the relevance and sufficiency of the access framework under the Communications and Multimedia Act 1998.
- Plan, review, and implement the procedures to monitor licensees’ compliance with Access List, Mandatory Standard on Access, and Mandatory Standard on Access Pricing, such as submission of yearly report, conduct of awareness session, review of Reference Access Offers, in order that access to facilities and services are provided in a fair and non‑discriminatory manner for the benefit of competition and consumers.
- Review and recommend whether to register access agreements, access undertakings, or voluntary industry code based on the assessment performed by staff in order to ensure that they are compliant with the requirements in the Communications and Multimedia Act 1998 and the instruments.
- Lead, review, and assess the access disputes or complaints received to ensure the access dispute or complaint is resolved as soon as practicable to ensure access is provided to Access Seekers based on the requirements specified in the Communications and Multimedia Act 1998 and the instruments.
- Undertake assessment and make recommendations on the analysis of dispute cases to ensure that the dispute is evaluated thoroughly based on the CMA1998, instruments, and guidelines.
- Lead, strategise, collaborate, and build the capacity of MCMC staff in access regulation to ensure that issues that cut across departments/divisions/sectors are managed and resolved to ensure that MCMC carries out its functions and duties effectively.
Qualifications & Work Experience
- Recognised Honours Degree/Master's in Engineering, Economics, Law, or Business.
- At least 12 years of working experience with 7 years’ experience in handling regulatory work in the Communications and Multimedia sector.
