The Head of Government Liaison Officer will play a pivotal role in building and maintaining strategic relationships with Malaysian government agencies, regulators, and industry associations to support company's automotive and electric vehicle (EV) business operations. The incumbent will ensure full regulatory compliance, facilitate government-related approvals, and represent company’s interests in public policy discussions impacting the automotive and EV sectors.
Key Responsibilities:
1. Government & Regulatory Relations
- Establish and maintain effective communication channels with key government bodies, including MITI, MARii, MIDO, JPJ, MOT, MOF, SIRIM, and other relevant authorities.
- Manage all government submissions, including Vehicle Type Approval (VTA), AP applications, EV incentive programs, localization initiatives, and import/export permits.
- Coordinate SAIC’s participation in government and industry forums, working groups, and public consultations.
- Track and analyze new or amended legislation, government policies, and industry regulations that may affect SAIC’s operations or product strategies.
2. Policy Advocacy & Strategic Support
- Advise management on the implications of evolving automotive policies such as the National Automotive Policy (NAP), Low Carbon Mobility Blueprint, and EV incentives framework.
- Draft and present policy position papers or advocacy documents to support SAIC’s corporate interests in Malaysia.
- Support initiatives related to green mobility, technology localization, and investment incentives.
- Coordinate with SAIC headquarters and regional offices on policy alignment and reporting.
3. Compliance & Reporting
- Ensure full compliance with all statutory requirements and permit conditions governing SAIC’s business in Malaysia.
- Maintain accurate records of all government correspondence, approvals, and policy documents.
- Prepare regulatory updates and briefing papers for internal stakeholders and senior management.
- Act as the internal subject‑matter expert on Malaysian automotive regulations.
4. Cross‑Functional Collaboration
- Work closely with the Homologation, Product Planning, Sales and Public Relations teams to ensure seamless compliance and approval processes.
- Support event management and public affairs initiatives involving government participation.
- Facilitate internal awareness sessions on key regulatory and policy developments.
Qualifications & Experience:
- Bachelor’s Degree in Public Policy, Political Science, Business Administration, Law, or Engineering.
- Minimum 5–7 years of experience in government liaison, public policy, or regulatory affairs, preferably in the automotive, energy, or manufacturing sector.
- Strong understanding of Malaysia’s automotive regulatory environment and EV ecosystem.
- Established network within relevant ministries, agencies, and automotive associations.
- Excellent communication, presentation, and negotiation skills.
- Proficient in both Bahasa Malaysia and English (written and spoken).
- High level of professionalism, discretion, and cultural awareness when dealing with government officials.
