General Manager of Industrial Park (Malaysia)

This role is responsible for leading the overall investment promotion, land sales, construction of industrial park operations, enterprise services and infrastructure coordination for the company’s Digital Technology Industrial Park in Malaysia:

  • E-commerce / Warehousing and Logistics
  • Biotechnology and Pharmaceuticals
  • Semiconductor Industry Chain
  • High-tech and green industries

The ideal candidate is a senior professional with strong experience in investment promotion, government relations, industrial park operations, and cross-border project management capabilities.

Main Responsibilities

(A) Business Attraction/Land Sales/Industrial Development (Core Responsibilities)

  • Develop annual investment promotion strategies and target industry clusters.
  • Drive customer acquisition in digital technology, semiconductor, biotechnology, and high-value manufacturing sectors.
  • Lead the end-to-end investment promotion process: lead generation, negotiation, solution design, and project landing.
  • Develop domestic and international investment networks with government agencies, industry associations, and enterprises.
  • Achieve investment KPIs including total investment value, number of key projects, and industrial structure targets.

(B) Park Construction/Land Sales and Government Coordination

  1. Work closely with MIDA, MITI, local councils, land offices, and relevant authorities to secure approvals.
  2. Coordinate infrastructure development including land development, civil works, M&E systems, utilities, and ICT networks.
  3. Drive power connection, water supply, drainage, fiber connectivity, and data‑center-related infrastructure.
  4. Supervise key project milestones and ensure the timely and high‑quality completion of key projects.
  5. Monitor construction milestones and ensure timely and cost‑effective delivery.

(C) Enterprise Services and Park Operation

  1. Establish enterprise service SOPs including licensing, tax advisory, talent support, and business facilitation.
  2. Build the industrial park’s operational system including enterprise investment promotion, facilities management (FM), land sales, property management, and customer service.
  3. Maintain customer relationships, improve customer satisfaction, and optimize the industrial ecosystem layout.
  4. Promote the construction of supporting facilities in the park: dormitories, commercial facilities, talent and education services, etc.

(D) Team Management and Cross‑border Communication

  1. Lead local teams, including investment sales promotion, enterprise services, and construction coordination.
  2. Coordinate with the Group’s headquarters for strategy alignment and resource allocation.
  3. Manage annual budgets, operational costs, and project expenditures.
Job Requirements
  1. 5–10 years’ experience in industrial park investment promotion, operations, or project landing in Malaysia.
  2. Strong understanding of digital, semiconductor, biomedical, or biotechnology manufacturing industries.
  3. Proven experience coordinating with Malaysian authorities (MIDA, MITI, local councils).
  4. Familiar with park construction processes and able to effectively communicate and collaborate with construction, mechanical and electrical, and contractor teams.
  5. Excellent command of English and Mandarin; multilingual ability preferred.
