Job description
ROLE PURPOSE

Procurement Committee Secretariat (PCS) FLE supports the PCS Lead in managing the tendering standards and processes for the Bank. The FLE is responsible for the execution and management of the tendering process undertaken at Centralised Procurement Departments level and perform the secretariat duties to coordinate, prepare and compile procurement committee meetings documents, ensure documents submitted to PC meet the required quality and standards, as well as comply with the procurement policies and procedural requirements for tender to facilitate efficient and smooth tendering process for all sourcing events. The FLE is required to demonstrate strong writing skills and a high level of proficiency in the English language.

PRINCIPAL ACCOUNTABILITIES
  • Engage with the Line Departments and Sourcing team to develop annual tender plan as per the guidance of the Procurement Committee Secretariat (PCS) Lead.
  • Execute the Bank's Procurement Committee (PC) secretarial activities (including planning, scheduling, manage and documentation) as per approved standards and processes.
  • Respond to the internal stakeholders' procurement-related inquiries for resolution.
  • Prepare, compile, and perform the first level of vetting for incoming documents to ensure they are of acceptable quality and meet the requirements stipulated in the procurement policies and operational procedures.
  • Manage and maintain PC tender documentations (i.e., presentation decks, minutes of meeting and circulation resolution) for future reference and audit exercises.
  • Keep track of the tender status to ensure timely progression of the tendering process.
QUALIFICATIONS & EXPERIENCE

Academic Qualifications:

  • Bachelor's Degree in Supply Chain Management, Operations Management, Accounting, Legal or Risk Management.

Experience:

  • Minimum 3 Years working experience in Procurement Sourcing & Operations and Management or relevant field.
