JOB PURPOSE
- Execute sourcing strategy and facilitate tender processes for all materials and services to ensure best value and procurement governance are observed to support business operation needs and growth.
PRINCIPAL ACCOUNTABILITIES
Sourcing and Category Strategy Implementation
- Support formulation of coordinated model category strategy for MISC Group
- Execute sourcing strategies for materials and services e.g. Price Agreements (PAs)/ Master Agreements / Contracts, bulk purchase, etc. to achieve competitive pricing, supply reliability and cost saving targets.
- Conduct analysis on potential synergy initiatives to leverage on volume consolidation and implement / execute on the approved synergies.
- Provide advisory role to BU/SU/Subsidiaries on Request for Quotation (RFQ)/Request for Proposal (RFP) for materials and services to meet the operational procurement requirements in line with the MISC procurement policies and guidelines.
Tender Management and Implementation
- Guide BU/SU/Subsidiaries on sourcing approach, bidder list, sourcing timeline, contracting strategy and pricing model based on approved strategy.
- Coordinate tender activities for materials and services to ensure BU/SU/Subsidiaries adhere to MISC procurement policies and guidelines.
- Prepare Sourcing Strategy / Plan, Invitation to Bid (ITB), Evaluation Forms, Approval Award Memo, etc. for Procurement Council’s & Approving Authority’s endorsement / approval to meet project objectives and schedules and to ensure documents are correct, complete and comply to MISC procurement strategies, guidelines and procedures.
Tender/Contract Negotiation
- Participate in tender negotiations to finalize the Contract/ PA, with vendors to obtain the optimum price, quality, supply reliability to ensure MISC’s best interests are safeguarded.
- Gather, collate and provide analysis to support contract renewal/ extension.
Bunker Procurement Operations
- Execute approved plan and strategies on bunker procurement.
- Perform tender evaluation for bunker spot purchases.
- Perform bunker spot negotiations with identified successful bidders.
- Gather, analyse and execute bunker dispute claims.
Reporting
- Prepare standard and/or ad hoc reporting structure for submission to Management.
EXPERIENCE & REQUIREMENT
- Minimum 7 – 10 years of related working experience in procurement preferably in Oil & Gas or Maritime industry.
- Degree in Logistics or Supply Chain Management, Economics, Business Administration, Finance or equivalent, preferably with specialization in procurement management.
