Executive/ Senior Executive, Human Capital & Administration

Responsibilities
- Handle full spectrum of Payroll:
- Responsible for the integrity of HR Database and accurate processing of payroll, staff claims and overtime claims;
- Handle full spectrum of computerized payroll administration and management;
- Managing all Payroll Legislation matters;
- Liaison with HRMS vendor on Payroll matters;
- Ensure all parties (external and internal) are paid within the time frame;
- Performance backup and filing of all payroll related matters;
- Manage all statutory payments, EA Form and Employer E Form.
- Handle Full Spectrum of Recruitment and Selection:
- Builds applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites;
- Providing organization information, opportunities, and benefits; making presentations; maintaining rapport;
- Determines applicant requirements by studying job description and job qualifications;
- Attracts applicants by placing job advertisements; contacting recruiters, using newsgroups and job sites;
- Determines applicant qualifications by interviewing applicants; analyzing responses; verifying references; comparing qualifications to job requirements;
- Arranges management interviews by coordinating schedules and advising applicant for interviews;
- Evaluates applicants by discussing job requirements and applicant qualifications with managers;
- Constantly monitors job offers and compensation practices; emphasizing benefits and perks;
- Fully in charge of orientation session and documentation for on‑boarding staff;
- Keep track billing for recruitment platform.
- Learning & Development:
- Identifying training and development needs within an organization through job analysis, appraisal schemes and regular consultation with business managers;
- Evaluated training effectiveness and reviewed feedback;
- Sourced and liaised with training providers;
- Assist in arranging/producing training materials for in‑house courses;
- Having an understanding of e‑learning techniques, and where relevant, being involved in the creation and/or delivery of e‑learning packages;
- Monitor & update training records;
- Ensure all staff complete the annual compulsory training (including e‑learning);
- Ensure all training courses and examination requests made by staff are registered in a timely manner;
- Apply grant with HRD Corp, submit claim and monitor on the claim submission for staff training;
- Responsible for updating new joiners and resigned staff in the PhillipConnect Portal & LMS Portal;
- To undertake any assignments as required by superior and management.
- Other Human Resource functions:
- Assist to improve organization attractiveness by recommending new policies and practices;
- Assist in Project assisted by immediate supervisor from time to time;
- Conducting full staff resignation process & documentation;
- Maintain staff leaves record (including Block Leave) and attendance;
- Monitor staff confirmation;
- Maintaining employee personal files and the HR filing system;
- Maintaining Staff Insurance listing;
- Responsible for expatriate management‑ Visa/Permit application and approval;
- Responsible for updating the company organization charts on a monthly basis;
- To undertake any assignments as requested by Superior and the Management.
Qualifications and Requirements
- Possess at least a Bachelor's Degree, Post Graduate Diploma, or Professional Degree in Human Resource Management, Business Administration, or a related field.
- Sound knowledge of Malaysian employment laws and HR practices.
- Familiarity with current HR best practices and standards.
- Able to work effectively in a fast‑paced and challenging environment.
- Strong prioritization and multitasking skills, with a results‑driven attitude.
- Excellent command of both verbal and written English.
- Minimum of 2 years' working experience in the Human Resources field.
- Basic understanding of Artificial Intelligence (AI) applications in HR (e.g., automation, analytics, or digital tools) is an added advantage.
- Must be a Malaysian citizen or possess valid residency status.
