Job Title: Executive, Government Liaison

Job Objective

The Executive, Government Liaison reports to the Assistant Manager, Government Liaison. This role supports the timely approval of property development projects by managing regulatory submissions and cultivating strong relationships with state government agencies, departments, and local authorities. The incumbent must be proactive, results‑driven, and well‑versed in Malaysia’s property development policies, regulatory framework, and approval processes.

Key Responsibilities
  • Serve as the primary liaison between the company and relevant government authorities/agencies including PBTs, Land Office, KPKT, and other statutory bodies.
  • Manage and monitor all submissions for property development approvals including Development Orders, Building Plans, Earthworks and Infrastructure Plans, land‑related matters, licences and permits.
  • Proactively identify and resolve potential risks, issues, or delays by coordinating with authorities and internal project stakeholders.
  • Stay informed on regulatory requirements, policies, laws, and guidelines relevant to land and property development; update management and project teams accordingly.
  • Ensure accuracy and completeness of documentation submitted to authorities to support smooth approval processes.
  • Coordinate with internal departments (Project, Technical, Legal) and external consultants to ensure compliance with all regulatory standards.
  • Represent the company in meetings with government officials and stakeholders to present project proposals and address concerns.
  • Maintain systematic records of all submissions, approvals, and official correspondence.
  • Provide strategic regulatory advice to internal teams on risks and compliance matters.
  • Track approval progress and initiate follow‑ups to expedite decision‑making by authorities.
  • Engage with industry bodies and public forums to promote the company’s interests and strengthen relationships with stakeholders.
Qualifications & Requirements
  • Bachelor’s Degree in Public Management, Political Science, Law, Urban Planning or equivalent.
  • Minimum 2 years’ experience in regulatory affairs within the real estate/property development sector.
  • Solid understanding of land laws, building by‑laws, zoning regulations, and environmental requirements.
  • Strong network and relationships with relevant authorities and government agencies.
  • Excellent communication, negotiation, and interpersonal skills.
  • High level of professionalism with the ability to manage sensitive matters discreetly.
  • Familiarity with government e‑portals and digital submission platforms.
  • Knowledge of Public‑Private Partnership (PPP) frameworks.
  • Fluency in Bahasa Malaysia and English (written and spoken).
  • Experience in infrastructure or industrial development projects will be an added advantage.
