A leading marine and engineering firm in Johor, Malaysia is seeking an experienced Supply Chain Manager to execute and coordinate bidding activities. The ideal candidate will have a degree in a relevant field and extensive experience in supply chain management, particularly in the oil and gas industry. Responsibilities include preparing bid proposals, analyzing project documents, and implementing procurement strategies.

Qualifications

  • Extensive knowledge of Project Management in Ship Repair Industry.
  • 5 years of experience in Supply Chain Management, preferably in the oil and gas industry.

Job description
JOB PURPOSE

Execute and coordinate interfacing between SCM team and the Commercial HEO / Project team in terms of generalized bidding activities of the selected project bids to support the company’s business needs and enhance the value chain of supply management.

JOB RESPONSIBILITIES
  • Prepare and fulfil the Client’s Questionnaires / Pre-Qualifications and Yard Audit Exercises as pre-requisites prior to be shortlisted by the Client.
  • Analyse and understand the Invitation to Bid (ITB) Documents received from the Client and highlight those requirements that must be clarified and delivered on the technical parts of SCM.
  • Prepare bid proposals completeness to ensure submission on time and meeting tender requirements, e.g., Procurement Cost, SCM Manpower Loading, Project Procurement Plan, Proposed SCM Key Personnel & CVs, Compilation List of Proposed Vendors and Subcontractors
  • Implement the right proposal of procurement strategy for new project bids by adopting an exact sourcing methodology to be competitive and achieve higher winning rates.
  • Collect and coordinate the Contractual Terms & Conditions Qualifications extracted from the ITB Document, which to be flown down to Subcontractors and Vendors.
  • Analyse the final recommendation and costing (Price Comparison and Evaluation Form - PCEF) in terms of overall project bid costing and produce the Bid Proposal Form (BPF) for approval.
  • Organize, track and record the ongoing bidding progress/sourcing activities and the Technical Clarifications submitted to Client and the Bid Bulletin Responses received from Client.
  • Execute overall sourcing and contracting strategies (OSS to OCS) for successful project bids based on the project's planning and conditions to support the company’s business needs and enhance the value chain of supply management.
  • Coordinate and interface roles between the SCM Team and Commercial HEO / Project Team to ensure the bidding processes is running smoothly.
  • Assist in preparing the Weekly Reporting for Strategic Sourcing activities to update the SCM Management.
  • Support with potential key strategic alliances or principal suppliers to support MMHE from the early stage in bidding until the project execution phase.
  • Assisting with the new supplier’s registration in various low-cost regions of the world to improve price competitiveness and a diversified pool of suppliers.
  • Develop and implement SCM improvement initiatives to achieve divisional excellence and Supply Chain processes, current work style, practices, policies, procedures, etc. that would result in measurable cost and non-cost benefits, and at the same time design and manage a comprehensive control and monitoring mechanism to protect the integrity of the supply chain activities, e.g., ITB Summary & Procurement Cost Database.
  • Maintain close relationships with relevant parties (e.g., Business Development, Commercial in HEO/MO, Client, Project Management Team, Engineering, etc.) and Vendors/Subcontractors to facilitate smooth working connections within parties and deliver divisional objectives.

  • Degree in Engineering, Science, Business Administration, Management, Economics, or other professional-related qualifications Extensive knowledge of Project Management in Ship Repair Industry.
  • 5 years in Supply Chain Management experience preferable in oil and gas industry.
