Electrical and Instrumentation Technical Authority (Fixed-Term)

Key Responsibilities
  • Acting as a focal point between Production Operations and other departments on matters related to Operating Integrity for the discipline of Instrument.
  • The appointment and management of an effective and competent ROTA structure to support SCE Management.
  • Ensuring that the Electrical & Instrument team’s plans and activities are delivered within budget and minimise non-cost recovery.
  • Ensuring a competent onshore technical support team in disciplines relevant to Petrofac Malaysia’s Assets and production operations.
  • Supporting Petrofac Malaysia’s Health, Safety, Security, Environment & Asset Integrity (HSSEAI) function in the development and roll‑out of Asset Integrity‑related procedures relevant to Petrofac Malaysia’s production operations to ensure that the Company achieves its Asset Integrity objectives.
  • Participation / lead in the Management of Change (MOCs) processes.
  • Participate and/or lead (if necessary) HIRAs, including Risk Assessments and Operational Risk Assessments (ORAs).
  • Maintaining an overview of current technical challenges encountered by Petrofac Malaysia’s Assets and communicating as appropriate.
  • Supporting the Management Team in improving business processes and procedures.
  • Acting as the Technical Authority on relevant Petrofac Malaysia Asset Integrity procedures.
  • Providing technical support to Emergency Response and Incident Management teams when it is required.
  • Supporting Assets in internal and external Asset Integrity‑related audits.
Responsibilities as a ROTA
  • Approve the required SCE Performance Standards documents and endorse the resultant Planned Maintenance Assurance (PMA) routines.
  • Periodic site inspection and audit of the assurance activities to provide verification of the effectiveness of the SCE Management process.
  • Endorse any proposed deferral of Safety Critical PMA or CM activity beyond their original scheduled due date.
  • Endorse any proposed temporary repair to SCE relevant to the discipline.
  • Endorsement of any ORA's raised related to SCE relevant to the discipline.
  • Endorse proposed resolution for any Remedial Action Recommendation (RARs) from regulatory or client audit and any proposed deferral from scheduled date.
  • Review and approval of any changes or modifications which impact the SCE to safeguard the integrity of the operated asset and ensuring risks continue to be controlled.
  • Endorse the SCE Annual Suitability Review Report, fitness for purpose assurance statements and recommendations for improvement.
  • Assess the technical competence of the appointed SCE Responsible Persons.
  • Review and ensure implementation and compliance with current Integrity Assurance processes and procedure.
Essential Working Experience
  • Minimum of 15 year experience working in the operational phase of an Oil & Gas asset.
  • Proven experience in leading a team of engineers and technical support role for offshore Oil & Gas facilities.
  • Proven experience in refining, developing and/or rolling out procedures.
  • Experience in conducting internal technical audits and reviews.
  • Strong background of project delivery against challenging KPIs.
  • Experience in working with supply chain department in setting up long‑term maintenance and service contracts for instrument; and performance management.
  • Major Accident Hazard (MAH) Management, including the concept of Case for Safety and Safety Critical Element (SCE) Management.
  • International Codes and Standards and PETRONAS guidelines and standards relevant to the discipline of Instrument.
Essential Technical Experience in
  • Electrical Safety, Rules and Regulation.
  • Features and Selection of Ex‑Equipment, Hazardous Area Classification, including Inspection, Maintenance, Inspection and Repair of Ex‑Equipment.
  • Lighting & Emergency Lighting.
  • Single Line Diagrams & Schematics, including Fault finding & Troubleshooting.
  • Generating Equipment & System, including Emergency Power Generation (EDG).
  • Generator Synchronizing Practice, including HV Switching and LV Switching & Synchronizing.
  • Electrical Distribution Equipment & System (Power Management System), including Distribution Transformers and Switch Gear and Motor Control Centre (LV, HV).
  • Motor (LV, HV, Submersible), Motor Drives (DOL, SS, Autotrans, VFD, StarDelta, Capacitive) and MOV (Motor Operated Valve).
  • Cable Selection & Application.
  • Earthing, Bonding & Lightning Protections (Fixed Platform & Floaters).
  • AC / DC UPS & Battery.
  • Protection Relay & Coordinations.
  • Electrical Heat Tracing.
  • Navigational Aids System.

  • Extensive experience in Electrical Equipment maintenance practices.
  • Familiarity with specifications and design of electrical and instrument equipment and systems.
  • Familiarity with Classification Society requirement for floaters (ABS, BV) relevant to the discipline of Electrical.

Due to the dynamic nature of production operations, it is essential that the candidate possesses troubleshooting experience and mind set. He/she should use his/her experience, engineering knowledge and leadership in supporting the Petrofac Malaysia’s Assets in resolving issues arise from production operations and equipment maintenance activities. He/she is also expected to provide technical inputs, by leading the Electrical and Instrument team, to any Petrofac Malaysia’s new field developments and expansion plans. Issues encountered during operations are typically associated with equipment integrity and reliability. The candidate should also possess skills in solving team conflicts rationally and effectively.
