Role Description

Based at Menara Komtar, Johor Bahru City Center, the Deputy Manager, Talent Acquisition is responsible for driving proactive talent sourcing and/or managing recruitment operations to meet organizational hiring needs. It may combine strategic hunting, actively identifying and engaging high‑potential candidates through direct scouting, networking, and digital sourcing channels with efficient recruitment operations, candidate experience, and compliance throughout the hiring process. The position requires strong market intelligence, relationship‑building skills, and operational excellence to deliver quality hires within agreed timelines.

Key Responsibilities
Talent Sourcing
  • Proactively identify and engage high‑potential candidates through scouting, networking, social media, head‑hunters, and professional platforms.
  • Partner with hiring managers to understand job requirements and provide market insights.
  • Advise business leaders on talent acquisition strategies and workforce planning.
  • Build and maintain talent pipelines for critical and hard‑to‑fill roles.
  • Conduct market mapping and competitor analysis to identify talent pools.
Recruitment Operations
  • Manage back‑end recruitment/contract renewal processes including hiring approval, background checks, offer/contract management, and onboarding.
  • Monitor timely and accurate updates in the ATS and recruitment dashboards (time‑to‑fill, cost‑per‑hire, quality of hire).
  • Maintain compliance with Employment Act 1955 and PDPA for candidate data handling, and ensure timely contract stamping as required by IRB.
Employer Branding & Stakeholder Manager
  • Develop and execute employer branding initiatives to attract top talent through digital and unconventional avenues.
  • Represent the company at career fairs, networking events, and university engagements.
  • Build and enhance relationships with education / learning / skilling institutions, government agencies, and industry bodies.
Process Improvement & Others
  • Identify opportunities to streamline recruitment processes and enhance candidate experience.
  • Implement technology/AI solutions and best practices for efficiency.
  • Undertake any other ad‑hoc tasks and projects as assigned to support departmental or organizational objectives.
Job Requirements
  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 4–8 years of experience in end‑to‑end talent acquisition, with at least 2 years in a managerial or lead capacity.
  • Strong skills in talent sourcing, market mapping, and building pipelines for critical or hard‑to‑fill roles.
  • Experience with HRIS recruitment modules is an added advantage.
  • Solid understanding of Employment Act 1955, PDPA, and recruitment compliance requirements.
  • Proven ability in stakeholder management, communication, negotiation, and strategic thinking.
  • Competent in recruitment & selection, employer branding, and HR analytics.
