JOB SUMMARY
As part of the Transformation Management Office, this role is responsible for leading, overseeing, and executing large-scale projects that involve cross-functional collaboration across multiple teams and departments. The primary focus is to ensure strict adherence to established project management governance frameworks and best practices, thereby enabling the successful delivery of project outcomes and realization of intended benefits. The role also entails managing projects of varying complexity, requiring strategic oversight and effective stakeholder engagement.
JOB SCOPE
1) Strategic Programme Delivery Partner
- Serve as a strategic partner to project teams, offering advisory support.
- Ensure alignment with organizational goals and priorities.
- Apply project management principles, guidelines, and frameworks (Agile & Waterfall).
2) Project & Programme Management
- Act as a Project Manager or Programme Manager when assigned, taking ownership of planning, execution, and delivery.
- Develop and maintain detailed project plans, ensuring time, scope, cost, and quality objectives are met.
- Proactively identify potential delays, issues, or risks and drive corrective actions to maintain project momentum.
- Ensure project benefits are realized and measured against the organization’s objectives.
3) Governance, Compliance & Delivery Excellence
- Guide project teams on robust governance structures and compliance with policies and industry standards.
- Advocate for strong project governance models, transparency, and accountability.
- Support adherence to regulatory requirements, governance frameworks, and best practices.
4) Advisory on Delivery Methodologies (Agile & Waterfall)
- Advise on the selection and application of project methodologies based on scope, complexity, and business objectives.
- Provide guidance on Agile, Waterfall, and Hybrid approaches.
5) Project Quality Assurance
- Conduct project quality assurance reviews, audits, and health checks.
- Ensure project deliverables meet organizational standards and best practices.
6) Risk, Issue Management & Project Hygiene
- Implement and maintain a structured risk management framework.
- Enable early identification and intervention for project risks and issues.
7) Stakeholder Engagement & Communication
- Facilitate effective communication across multiple stakeholders.
- Foster cross-functional collaboration and ensure business objectives are met.
8) Agile at Scale Enablement
- Drive Agile at Scale adoption and foster an Agile Mindset within project teams and leadership.
- Facilitate Agile transformation through Scrum, SAFe, and Lean-Agile principles.
9) Resource Optimization & Budget Oversight
- Oversee resource planning, allocation, and optimization.
- Ensure project teams are structured and resourced for successful delivery.
- Support budget oversight as required.
10) Reporting, Documentation & Knowledge Sharing
- Ensure comprehensive project documentation, including reports, schedules, and lessons learned.
- Develop and present project and programme performance insights for leadership visibility.
REQUIRED COMPETENCIES
- Demonstrated mastery in project management, adhering to globally recognized standards such as PMP and PRINCE2 to ensure consistent, high-quality delivery.
- Exceptional capabilities in comprehensive project reporting and meticulous documentation, guaranteeing transparency and traceability throughout the project lifecycle.
- Extensive track record in managing large-scale and complex programs, leveraging both Waterfall and Agile methodologies to deliver successful outcomes in dynamic environments.
- Deep understanding of technology, social security, human resources, investment, and finance, enabling effective contextualization of project requirements and alignment with organizational objectives.
- Outstanding interpersonal and communication skills, with a proven ability to engage, align, and influence diverse stakeholders at all organizational levels.
- Expertise in advising on the development of robust business cases and benefits realization plans, supporting strategic decision-making and value delivery.
- Advanced proficiency in Microsoft Project, JIRA, and a range of Agile tools, utilizing data-driven insights to enhance reporting and empower informed decision-making.
QUALIFICATIONS
- Malaysian citizen
- Pass Malay Language, including oral test at Sijil Pelajaran Malaysia (SPM) level or equivalent as recognized by the Government.
- Possess a Bachelor's Degree in Project Management/ Computer Science/ Business Management/ Information Systems/ Technologies (IS/IT), or equivalent qualification from accredited higher learning institutions.
- Certification in PMP or PRINCE2.0
- At least seven (7) years of working experience in an agile-driven organization with a proven track record of implementing agile project management.
