(CSA) Assistant Cost Manager – Advanced Manufacturing Facility (Semiconductor Project)

Role Overview
The Assistant Cost Manager will support the delivery of cost management services for a large‑scale advanced manufacturing facility construction project. Working as part of a commercial team, this role will assist in managing cost planning, procurement, and financial control across CSA, MEP, and specialist systems within a highly technical, fast‑paced project environment. Key Responsibilities
- Assist in the preparation of cost estimates, feasibility studies, and cost plans across different project stages.
- Support cost benchmarking and data analysis for key construction and engineering packages.
- Assist in providing cost input during design development and value engineering exercises.
- Support the preparation and issuance of tender documentation for CSA, MEP, and specialist works.
- Assist in managing tender queries, document control, and communication with bidders.
- Support tender evaluation through cost comparison, analysis, and reporting.
- Assist in managing variations, change control processes, and cost tracking.
- Support the review of contractor progress claims and interim valuations.
- Maintain accurate cost records, logs, and financial documentation.
- Assist in preparing cost reports, cash flow forecasts, and financial updates.
- Track project expenditure and highlight any potential cost risks or variances.
- Support compliance with project financial governance and reporting standards.
Technical & Project Coordination
- Work closely with project teams across CSA, MEP, and technical systems to support cost alignment.
- Assist in attending design, coordination, and site meetings.
- Support integration of cost information across engineering and construction activities.
Stakeholder Support
- Assist in liaising with project managers, consultants, contractors, and suppliers.
- Support effective communication and coordination across the project team.
- Provide administrative and commercial support to senior cost management staff.
Governance & Documentation
- Ensure all cost management documentation is accurate, complete, and up to date.
- Support adherence to project procedures, governance frameworks, and audit requirements.
- Contribute to capturing project data, lessons learned, and cost benchmarks.
Qualifications
- Bachelor’s degree in Quantity Surveying, Cost Management, Construction Management, Engineering, or related discipline.
- 2–5 years of experience in cost management, quantity surveying, or construction-related roles.
- Exposure to construction projects (CSA and/or MEP scope) is preferred.
- Experience in semiconductor, advanced manufacturing, data centre, or mission‑critical environments is an advantage.
- Previous exposure to a cost consultancy or professional services environment is preferred.
- Basic understanding of cost management principles and construction processes.
- Strong numerical and analytical skills.
- Good communication and coordination skills.
- Detail‑oriented with strong organisational ability.
- Willingness to learn in a fast‑paced, technically complex environment.
