Job description

We are looking for incumbent with solid Construction Contract Administration background to support our business growth plan. We are expecting to meet a self‑motivated, positive, client focused team player who willingly accepts challenges. This is a key role to the growth of the company’s performance and reputation with very good potential for further career development. Remuneration will commensurate with qualification and experience. Reporting to the Managing Director / Directors and to lead the tender team while taking charge in overall pre‑contract activities. You will perform all duties ordinarily expected of a Contract Manager in a construction company. Without limitation, you shall:

Responsibilities
  • Identify and recommend suitable projects; lead bid/no‑bid analysis.
  • Lead tender preparation, including feasibility studies (scope, budget, resources, cash flow) and programme.
  • Prepare/coordinate tender queries, addenda, clarifications and alternative proposals.
  • Ensure competitive, compliant submissions (technical & commercial) by deadlines.
Contract Formation & Risk
  • Review and negotiate conditions of contract (e.g., PWD/JKR, PAM, FIDIC, D&B).
  • Identify commercial/legal risks; propose risk mitigation and pricing/contingency strategies.
  • Arrange performance bonds, insurances (CAR, SOCSO/EIS where relevant, public liability), and guarantees as required.
Procurement & Subcontracting
  • Develop procurement strategies; prequalify and engage subcontractors/suppliers.
  • Draft, negotiate and administer subcontract/supply agreements aligned to head contract.
  • Oversee purchase commitments, procurement schedules, and vendor performance.
Cost & Change Management
  • Establish and manage project budgets, cost codes, cash‑flow and cost reports.
  • Lead valuation of works, progress claims, variation orders (VOs), and final accounts.
  • Maintain joint measurements and records to substantiate claims/defences.
  • Collaborate with planning to develop/update baseline and revised programmes (Primavera/MS Project).
  • Manage EOT and prolongation claims; respond to delay/disruption claims from/against subcontractors.
  • Coordinate adjudication/arbitration/litigation support as needed (including CIPAA 2012 processes).
Compliance & Governance
  • Ensure compliance with contract specs, drawings, method statements, ISO 9001 QMS, safety (DOSH), environmental and statutory requirements (including CIDB).
  • Ensure procurement and tendering comply with Company policies and internal controls.
  • Safeguard confidential information, personal data and intellectual property.
Stakeholder & Documentation
  • Liaise with clients, consultants, authorities and internal teams; chair/attend meetings.
  • Maintain accurate contract registers, correspondence, instructions, site memos and contemporaneous records.
  • Prepare executive dashboards and management reports.
Leadership
  • Coach QS/contract admin teams; enforce high standards of ethics, accuracy, and timeliness.
  • Drive continuous improvement in processes, templates and cost/claims systems.
  • This scope is non‑exhaustive and may be refined by the Company as business needs evolve.
Qualifications / Requirements
  • Preferable 10 - 15 years’ experience as Main Contractor Quantity Surveyor.
  • Candidate must possess at least Diploma/Degree in Quantity Surveying, Contract Management or equivalent.
  • Preferably well‑versed with the statutory and regulatory requirements including CIPAA, CIDB and any others regulatory bodies and laws.
  • Ample knowledge in pre and post contract administration on conventional as well as design and build contracts.
  • Masterful at costing, procurement and negotiation; possess strong sense and knowledge in prevailing market prices of construction works and building materials.
  • Experience of working in a fast‑paced office environment.
  • Flexible and positive attitude to cope with a variety of duties which may be required at short notice.
  • An excellent analytical thinker, organizer and communicator; and with outstanding cost and time management along with good interpersonal skills.
  • A proactive problem solver and highly practiced in discretion and confidentiality.
  • Excel working under pressure to meet tight deadlines.
  • Dynamic candidates who are highly motivated team player with significant procurement and contracting experience.
