Position Overview

We are looking for an experienced and detail-oriented CSA Construction Manager to represent the client in overseeing all Civil, Structural, and Architectural (CSA) aspects of a mission-critical data center project in Kuala Lumpur, Malaysia. This role involves supervising contractors, ensuring compliance with local regulations and design standards, and coordinating closely with M&E teams. The successful candidate may also have the opportunity to support or transition into M&E oversight roles as the project progresses through installation and commissioning phases.

Key Responsibilities

Project Oversight & Execution Monitoring

  • Represent the client in overseeing all CSA construction activities, ensuring adherence to design intent, programme, safety, and quality standards.
  • Monitor and review the main contractor’s execution of structural, architectural, and external works across all project phases.
  • Attend site inspections, technical meetings, and progress reviews to ensure timely delivery of CSA scope.

Quality, Safety & Compliance

  • Ensure all CSA works comply with Singapore’s BCA, SCDF, MOM, NEA, and relevant local codes and standards.
  • Review and approve contractor-submitted QA/QC procedures, inspection test plans (ITPs), and method statements.
  • Support environmental health and safety oversight aligned with WSH Act and corporate EHS protocols.

Coordination with M&E and Cross-Disciplinary Support

  • Facilitate coordination between CSA and M&E teams, particularly for builder’s works (e.g. openings, equipment foundations, cable routing provisions).
  • Support M&E construction and commissioning phases by managing interface issues and ensuring structural/architectural readiness.
  • Opportunity to develop cross-disciplinary experience and support M&E package oversight for candidates interested in a broader project management path.

Stakeholder & Contractor Management

  • Act as the client’s representative on‑site, liaising with the main contractor, consultants, and subcontractors to resolve issues promptly.
  • Monitor contractor progress against the master schedule and flag risks or delays to the project manager.
  • Participate in change order assessments, cost reviews, and technical clarifications.

Documentation & Reporting

  • Review and comment on technical submittals, shop drawings, as‑built documentation, and progress claims.
  • Maintain up-to-date records of site progress, non‑conformance reports (NCRs), RFIs, and site observations.
  • Provide regular updates and reports to the client’s project management and design teams.
Requirements
  • Degree in Civil Engineering, Structural Engineering, Architecture, or a related discipline.
  • Minimum 8 years of CSA experience.
  • Strong understanding of CSA‑MEP interfaces; prior involvement in data center or semiconductor plant projects is highly advantageous.
  • Excellent knowledge of Singapore’s construction regulations, especially BCA, Fire Safety Code, and MOM requirements.
  • Familiarity with cleanroom design, industrial finishes, and vibration/settlement control for critical environments.
  • Proficient in interpreting architectural and structural drawings, with working knowledge of MEP builder’s work and coordination.
  • Strong stakeholder management and communication skills.
  • WSH Construction Safety Supervisor (CSS) or CSOC (preferred).
  • Green Mark, LEED, or Uptime Institute Tier knowledge an advantage.
  • Willingness to take on M&E cross‑training or commissioning exposure.
